| المستخلص: | برزت منذ مدة العديد من مبادرات التعاون الأوروبي في المجالات العسكرية والدفاعية، وذلك لأسباب أهمها اتساع مساحة الأدراك الأمني الأوربي، وتصاعد مستوى التحديات والتهديدات الأمنية، التي تقترب جغرافيا من حدود الاتحاد الأوربي، فضلا عن تزايد عدد الأزمات في العالم، والتي يمكن أن ينعكس على عموم الأمن في أوروبا، كل هذه العوامل أدت إلى الدفع نحو إدراك أهمية الاعتماد الذاتي الأوربي والابتعاد عن رهن أمن الدول الأوربية بالاستراتيجيات المتصارعة للقوى الفاعلة في النظام الدولي. تحاول الدراسة، تقديم رؤية لمستقبل التعاون العسكري الأوروبي، والشكل الذي يمكن أن تكون عليه، في ظل وجود رغبة واضحة من بعض الدول الأوروبية الفاعلة، لإعادة صياغة السياسة المشتركة في هذا المجال، وتوقيع بعض الاتفاقيات أو المعاهدات التي تمكنها بشكل أو بآخر من تعزيز فرصها، ومجابهة التحديات الكبيرة التي تواجهها، في ضوء المتغيرات المتسارعة، وفي مقدمتها خروج بريطانيا من الاتحاد الأوربي، والتوجهات الأمنية لفرنسا وألمانيا، وتداعيات الإرهاب والهجرة والأزمة الأوكرانية والدور الروسي في أوروبا، بالإضافة إلى تزايد القناعات بأن التنسيق المشترك يمكن أن يفضي إلى أدوار أوربية أفضل في مجابهة التحديات، مع وجود رغبة واضحة لدى أغلب دول القارة للتحرك عبر مسارات جديدة من أجل تعزيز العمل الأوروبي المشترك. Many European cooperation initiatives have emerged in the military and defense fields, mainly due to the increasing security challenges and threats, which are geographically approaching the borders of the European Union, as well as the escalating crises in various parts of the world, which undoubtedly reflects on the overall security in Europe. This has generated a European realization of the importance of self-reliance and its security does not depend on the conflicting strategies of the actors in the international system. The study aims to explain the future of European military cooperation, and, how it will be in the future, In the light of the clear desire of some active European countries to reformulate the common policy in this field, and signing some agreements that enable it to enhance its opportunities and confront major challenges. In the light of the rapid changes, especially the exit of Britain from the European Union, the security trends of France and Germany, the unstableness of terrorism and immigration, the Ukrainian crisis and the Russian role in Europe, in addition to the growing conviction that joint coordination can lead to better European roles in facing the challenges, with a clear desire of most countries on the continent to move along new paths to promote joint action by European institutions. |
