| المستخلص: | تعد البطالة في يومنا هذا من أكثر مشاكل العالم شيوعا وانتشارا، إذ تنتشر في العديد من الدول وبشكل كبير جدا مما ينتج عنه مشاكل عديدة في الاقتصاد الداخلي للدول، فهي من أخطر المشاكل التي تهدد استقرار وتماسك المجتمعات كافة، فالعالم دخل في فترة أخرى من البطالة بعد الحرب العالمية الثانية وأثرت الحروب والدمار الذي تبعها في زيادة البطالة، بالإضافة إلى عوامل أخرى أدت إلى زيادة البطالة في المجتمعات، والبطالة هي التوقف عن العمل إذ يكون العاطل عن العمل قادرا عليه، لكن العاطل عن العمل يبحث عن فرصة دون جدوى وتشمل البطالة الأشخاص الذين سبق لهم العمل ولم يجدوا فرصة تارة أخرى، وبسبب ذلك وبغية الإحاطة بحيثيات بحثنا بشكل جلي سيتم تقسيم البحث على مقدمة ومبحثين، سنفرد المبحث الأول منه لبيان التعريف بالبطالة، وسنخصص المبحث الثاني لدراسة التعريف بالاستراتيجية الشاملة لمكافحة البطالة، ثم ننهي دراستنا بخاتمة تحتوي على أهم الاستنتاجات والمقترحات. Unemployment is one of the biggest predominant and common problems in today’s world. It prevails widely among numerous countries, a matter that brings many problems in the country’s internal economy, and hence it jeopardises communities’ stability and cohesion. The world got into another period of unemployment after WWII, and the consequential wars and destruction were a reason behind the rise in unemployment, in addition to other factors that led to the increasing unemployment in communities. Unemployment is defined as the state of being unemployed in which individual has the ability to work and they seek for an opportunity but no avail. Unemployment includes individuals who worked before but they have not found the opportunity once more. Therefore, in order to be clearly aware of the content of our research, the research has been divided into an introduction and two sections. Section One discusses the interpretation of unemployment, and Section Two discusses the introduction of inclusive strategy for combating unemployment, then comes the conclusion which includes the most important conclusions and proposals. |
