| المستخلص: | تعتبر التنمية بمفهومها الواسع عملية تشاركيه. بين أعضاء المجتمع سواء أفراد، أو مؤسسات، حسب ما عليه قوانين الخارجية. والداخلية للدول، وأمام تزايد حاجات الأفراد وعجز الميزانيات السنوية المثالية. عن تغطية النفقات أين أسندت بعض المهام للمؤسسات من خلال تطوير مستوى الوعي الاجتماعي، في مجال الحركة الجمعونة. ولما كانت عملية التنمية المحلية عبارة عن توحيد جهود السلطات الحكومية، والمجتمع المدني المتمثل في الجمعيات الثقافية، فإن قصر ورقلة العتيق يتواجد بداخله مجموعة معتبرة من الجمعيات بمختلف أنشطتها والتي أصبح عليها لزاما أن تراعي التغيرات الاجتماعية والثقافية خلال تحديد الأهداف والنهوض بالتنمية المحلية بداخل القصر العتيق. In its broad sense, development is a participatory process. Among members of society, whether individuals or institutions, as stipulated by the foreign laws. And interior countries, and in front of the increasing needs of individuals and the deficit of ideal annual budgets. On covering expenses, where some tasks were assigned to institutions, through developing the level of social awareness, in the field of associative movement. And since the local development process consists of uniting the efforts of governmental authorities and civil society represented in cultural associations, the ancient palace of Ouargla exists within it a significant group of associations with its various activities and it has become necessary to take into account social and cultural changes while setting goals and promoting local development within Ancient Palace.
