| المستخلص: | إن موضوع المقاومة موضوع شاسع واسع، تناولته جميع العلوم الإنسانية سوآء السياسية والقانونية والشرعية، بل حتى العلوم الاجتماعية والسيكولوجية، خاصة ما تعلق بالبواعث والأهداف والدوافع، والجدير بالذكر أن هذا الموضوع الحساس يشوبه خلط من حيث المفاهيم والممارسة بين عديد الظواهر ولعل أبرزها ظاهرة الإرهاب، ومن زاوية أخرى لابد أن ننوه بأن الواقع اليوم أكد على وجود غموض كبير في تحديد مفهوم كل واحد منهما، وجدير بالذكر أن نؤكد بأن المقاومة ظاهرة مرتبطة بصون كرامة الإنسان وحفظ حياته مؤكدة كل الشرائع والمواثيق الدولية ذلك وبإجماع كل الهيئات العالمية والإقليمية، وعلى النقيض من ذلك فإن ظاهرة الإرهاب مرتبطة بالفزع والرعب والقتل دون هدف أو غاية، ورغم كل هذا الوضوح المفاهيمي بين الظاهرتين إلا سياسة الخلط المنتهجة من طرف دول الاستكبار العالمي أفرغتهما من المعاني الحقيقية لكل منهما. لقد تعالت أصوات الدول المهينة في المحافل الدولية لفرض سياساتها وإرغام باق الدول على ذلك، وقد أكدت ممارساتها وجود سياسات ذات معايير مزدوجة ومبدأ الكيل بمكيالين بخصوص قراراتها المتخذة في تحديد مفهوم المقاومة وظاهرة الإرهاب، وهنا مكمن الإشكال وقد جاءت هذا البحث من أجل الإجابة عن ذلك من خلال وضع ضوابط وأسس تفرق بين الظاهرتين وتعترف للطرف المقاوم بمشروعية عمله. The issue of resistance is a vast and wide topic, and it has been dealt with by all human sciences, whether political, legal and legal, and even social and psychological sciences, especially what is related to motives, goals and motives. From another angle, we must note that today's reality has confirmed the existence of great ambiguity in defining the concept of each of them, and it is worth mentioning that resistance is a phenomenon linked to the preservation of human dignity and the preservation of his life. On the contrary, the phenomenon of terrorism is linked to panic, terror and killing without a goal or purpose, and despite all this conceptual clarity between the two phenomena, only the policy of confusion adopted by the countries of the global arrogance emptied them of the true meanings of each. The voices of humiliating countries have risen in international forums to impose their policies and compel the rest of the countries to do so, and their practices have confirmed the existence of policies with double standards and the principle of double standards regarding their decisions taken to define the concept of resistance and the phenomenon of terrorism. By establishing controls and foundations that differentiate between the two phenomena and recognize the resistance party's legitimacy of its work. |
