| المستخلص: | استهدف البحث التعرف إلى مدى تحقيق وحدة إدارة مشروعات تطوير التعليم العالي بالجامعات المصرية لأهدافها، وأظهرت النتائج ضعف تحقيق وحدة إدارة مشروعات تطوير التعليم العالي بالجامعات المصرية لأهدافها، فعلى الرغم من أن هذه المشروعات جاءت لتتناول كافة عناصر العملية التعليمية بمؤسسات التعليم العالي من (مدخلات وعمليات ومخرجات) إلا أنها قد عجزت عن تحقيق جودة العملية التعليمية والإدارية بالجامعة وإعداد الطلاب لمتطلبات سوق العمل وقد عجزت أيضا عن تحقيق التنافسية داخليا أو خارجيا بين الجامعة وغيرها من الجامعات المحلية أو الأجنبية وبالتالي لم تنعكس هذه المشروعات على تطوير أداء الجامعات المصرية والارتقاء بها بل استمرت الجامعات في تخريج البطالة مما يمكن القول معه أن هذه المشروعات غاية في حد ذاتها وليست وسيلة لتطوير التعليم العالي، وأنها بحاجة ماسة إلى مراجعة آلياتها لتحقيق أهدافها وتم طرح عدد من التوصيات لتحقيق ذلك. The present study aims to identify the degree to which the Higher Education Development Project Administration Unit in the Egyptian universities has achieved its objectives. The results of the study highlighted partial failure in Unit’s achievement of its objectives. In spite of the fact that the Unit targets all dimensions of the educational process in higher education institutes (including inputs, processes, and outputs), the Unit fell short of increasing the Egyptian university educational and administrative quality. It also failed to prepare university students for the market needs, and could not qualify Egyptian universities to compete with local and international universities. Despite the existence of this Unit in all Egyptian universities, they continued adding to the unemployment problem, that which emphasized the fact that the existence of such a Unit was made as a goal in itself, not a means for improving higher education. Accordingly, these units direly need a revision of the techniques they employ to achieve their objectives; a number of recommendations were proposed to achieve this. |
