| المستخلص: | The aim of this research is mainly to identify strategic Fish Extension for the development of Lake Nasser by identifying problems and obstacles related to the development of Lake Nasser productive, socially and environmentally, and this requires the application of research results, whether in the form of recommendations or innovative technology, and use the method of quick search through focus groups to collect data from a sample of the study which was represented in the fishermen and researchers of the participants in the focus groups six others, A cooperative societies of fishermen, Environmental affairs agency, Faculty of Fish and fisheries technology, Lake Nasser Development Authority, General Authority for Fish Resources development (Sahari hatchery), and the Ministry of water Resources and Irrigation (Irrigation hatchery) in Aswan governorate, And the number of attendees of all group ranged between 8-12 participant. The problems that have been identified, according to the vision of the participants, where the research is to reach a number of the most important results are summarized as follows: First: problems and obstacles related to communities of fishermen and fishing operations and proposals resolved from the point of view of the fishermen members of cooperative societies of fishermen. Include a lack of social, health and financial services necessary for the community of fishermen, lack of workshops for the establishment, maintenance and development of fishing boats, the migration of fishermen and their profession as a result of the entry of the non-specialist and some investment companies inexperienced and fishing in the lake, and the smuggling of catch from the lake outside fishing ports. Secondly: problems and obstacles related to development of productivity of Lake Nasser and proposed solutions from the point of view of researchers in scientific institutions on the development of the lake.They include the multiplicity of the supervisory authorities of the lake and lack of coordination among them, the fragmentation of responsibility and the lack of clarity of objectives, no database is correct and the shortcomings of the lack of accurate data on the real production of the lake, the mismanagement of the lake and specialists, and the lack of funding for the development of the lake. Thirdly: problems and obstacles related to the overall environmental Development of Lake Nasser and proposals suggested from the point of view of researchers in the environmental field: Include: conflicting reports about the numbers of crocodiles in the lake, the scarcity of studies of the Ecosystem of the Lake and changes in it, lack of a station for environmental monitoring and other meteorological data to know the range of environmental changes and climatic conditions of the lake. Fourthly: Fish Extension Strategy for the development of Lake Nasser: The study of the Fish Extension Strategy for the development of Lake Nasser productive, socially and environmentally confined objectives are as follows: coordination between ministries and institutions, scientific and civil society institutions related to the activity of fish, paying attention to the developing and supporting institutions responsible for human development fish in the lake , strengthening the competitiveness of fish products in domestic and international markets, activating the governmental role in controlling and monitoring fishing operations and the application of its laws, investment and the exploitation of the proportion of the fish products in the conversion operations and preservation and processing, the need for the presence of a specific institution responsible for attention on the fishermen affairs, to reduce waste catches, high quality of fish production of the lake, encourage and support the advanced manufacturing sector in manufacturing and conservation of fish products, developing an applicable plan of the idea of integrated industrial fisheries societies in the lake, activating the role of civil society institutions related to fish sector and, finally, the use of the mechanism of coordination between the various units of the fish sector of the lake. يستهدف هذا البحث بصفة رئيسية تحديد أهداف لاستراتيجية إرشادية سمكية لتنمية بحيرة ناصر من خلال تحديد المشكلات والمعوقات المتعلقة بتنمية بحيرة ناصر إنتاجيا واجتماعيا وبيئيا، وما يتطلبه ذلك من تطبيق لنتائج البحوث سواء كانت في صورة توصيات أو تكنولوجيا مستحدثة، واستخدم أسلوب البحث السريع عن طريق عشر مجموعات بؤرية لجمع البيانات من عينة الدراسة والتي تمثلت في الصيادين والباحثين بست جهات وهي الجمعيات التعاونية لصائدي الأسماك العاملة ببحيرة ناصر، جهاز شئون البيئة، كلية تكنولوجيا المصايد والأسماك، هيئة تنمية بحيرة ناصر، الهيئة العامة لتنمية الثروة السمكية (مفرخ صحاري)، ووزارة الموارد المائية والري (مفرخ الري) بمحافظة أسوان، وقد تراوح عدد حضور كل مجموعة بين ٨-١٢ مشارك. وقد توصل البحث إلى عدة نتائج تتلخص أهمها فيما يلي: أولا: المشكلات والمعوقات المتعلقة بمجتمعات الصيادين وعمليات الصيد ومقترحات حلها من وجهة نظر الصيادين أعضاء الجمعيات التعاونية لصائدي الأسماك وتشمل انعدام الخدمات الاجتماعية والصحية والتمويلية اللازمة لمجتمع الصيادين، ارتفاع أسعار أدوات ومستلزمات وتجهيزات الصيد، عدم توافر الورش الخاصة بإنشاء وصيانة وتطوير مراكب الصيد، هجرة الصيادين لمهنتهم نتيجة دخول غير المتخصصين وبعض الشركات الاستثمارية عديمة الخبرة بأعمال الصيد بالبحيرة، وتهريب الأسماك المصادة من البحيرة خارج موانئ الصيد. ثانيا: المشكلات والمعوقات المتعلقة بتنمية إنتاجية بحيرة ناصر والحلول المقترحة من وجهة نظر الباحثين في المؤسسات العلمية والمهنية المعنية بتنمية البحيرة وتشمل تعدد جهات الإشراف على البحيرة وغياب التنسيق بينها، تشتت المسئولية وعدم وضوح الأهداف، عدم وجود قاعدة بيانات صحيحة وقصور وعدم دقة البيانات المتعلقة بالإنتاج الحقيقي للبحيرة، سوء إدارة البحيرة وإسنادها لغير المتخصصين، وعدم توافر التمويل اللازم لتنمية البحيرة. ثالثا: المشكلات والمعوقات المتعلقة بالتنمية البيئية الشاملة لبحيرة ناصر ومقترحات حلها من وجهة نظر الباحثين في المجال البيئي وتشمل تضارب التقارير التي تتحدث عن أعداد التماسيح في البحيرة، ندرة الدراسات الخاصة بالنظام البيئي لمصايد البحيرة والتغيرات التي تطرا عليها، صعوبة الحصول علي بيانات محطة الرصد البيئي ومعطة الأرصاد الجوية للوقوف على حجم التتغيرات البيئية والمناخية بالبحيرة .رابعا: تحديد أهداف لاستراتيجية إرشادية سمكية لتنمية بحيرة ناصر توصلت الدراسة إلى تحديد أهداف لاستراتيجية إرشادية سمكية لتنمية بحيرة ناصر إنتاجيا واجتماعيا وبيئيا انحصرت أهدافها في الآتي: التنسيق ما بين الوزارات والمؤسسات والهيئات العلمية ومؤسسات المجتمع المدني ذات العلاقة النشاط السمكي، الاهتمام بتطوير ودعم المؤسسات المسؤولة عن التنمية البشرية السمكية بالبحيرة، تدعيم القدرة التنافسية للمنتجات السمكية في الأسواق المحلية والدولية، تفعيل الدور الحكومي في ضبط ومراقبة عمليات الصيد وتطبيق قوانينه، الاستثمار واستغلال نسبة ما يدخل في المنتجات السمكية في عمليات التحويل والحفظ والتجهيز، ضرورة تواجد جهة أو مؤسسة محددة مسئولة عن الاهتمام بقضايا الصيادين، الحد من نسب الفاقد والتالف من المصيد، الارتقاء بالجودة والمواصفات للإنتاج السمكي من البحيرة، تشجيع ودعم القطاع التصنيعي المتطور في تصنيع وحفظ المنتجات، وضع خطة للتطبيق العملي لفكرة المجتمعات الصناعية السمكية المتكاملة في البحيرة، تفعيل دور مؤسسات المجتمع المدني ذات الصلة السمكية بالقطاع السمكي، وأخيرا استخدام آلية التنسيق بين مختلف وحدات القطاع السمكي بالبحيرة، أما تحقيق بعض الأهداف السابقة لتلك الاستراتيجية يتطلب تخطيط وتنفيذ وتقييم برامج إرشادية ميدانية بالمشاركة مع الجهات المعنية بتنمية وتطوير بحيرة ناصر. |
