| المستخلص: | كشفت التهديدات الإرهابية خاصة منذ هجمات 11 سبتمبر 2001 عن تحولات في البيئة الأمنية لفترة ما بعد الحرب الباردة. إذ أن النظرة التقليدية للأمن كانت تنصب حول تهديدات عسكرية وطنية أو قومية يجب صدها، لكن مع عولمة الإرهاب أصبحت القوة العسكرية لوحدها عاجزة عن مواجهتها، فضلا عن ذلك أصبحت الحرب المعلنة على الإرهاب في بدورها تشكل تهديدا حقيقيا للمجتمعات المدنية، وبناءا عليه لم يعد من الممكن إقامة الدراسات الأمنية من خلال اتخاذ الدولة كمرجعية وحيدة فقط، إنما كذلك يجب إقامتها على من يجب أن يؤمن وهو الفرد باعتبار الدولة هي مجرد وسيلة لضمان أمنه، وهذا ما مهد لظهور مفهوم جديد للأمن وهو الأمن الإنساني. Les menaces terroristes ont révélé notamment depuis les attaques du 11 septembre 2001 des changements dans le milieu sécuritaire durant la période qui a suivi la Guerre Froide. La vision classique de la sécurité a été concentrée sur des menaces militaires nationales qui doivent être repoussées, mais avec la mondialisation du terrorisme, la force militaires est devenue incapable seule à les affronter, en outre, la guerre déclarée contre le terrorisme est devenue une véritable menace contre les sociétés civiles, par conséquent, il devient impossible d’établir les études sécuritaires en prenant seulement l’Etat comme unique référence, mais il faudrait l’établir sur celui qui devrait être sécurisé: «l’individu» en l’occurrence, puisque l’Etat n’est qu’un moyen pour garantir sa sécurité, ce qui a facilité l’apparition du nouveau concept de la sécurité, à savoir «La Sécurité Humaine». Terrorist threats, especially since the September 11, 2001 attacks, have revealed changes in the security environment of the post-Cold War period. Since the traditional view of security has been about national military threats that must be repelled; however, with the globalization of terrorism, military power alone has become unable to confront it. Moreover, the declared war on terrorism has also become a real threat to civilian societies. Accordingly, it is no longer possible to establish security studies by only taking the State as a sole reference point. It must also be established on those who must be secured, i.e., the individual, as the State is merely a means of ensuring his security.
