| المستخلص: | يمثل الفساد الإداري والمالي ظاهرة عالمية تعصف جميع الدول، والشعوب والثقافات على اختلاف مستوياتها السياسية، والاقتصادية، والاجتماعية، وإن كانت بدرجات متفاوتة. \nوعلى الرغم من أن ظاهرة الفساد المالي والإداري تلقي بضلالها على البلد الذي تشيع فيه هذه الظاهرة، وتؤثر على جميع المستويات الاجتماعية والاقتصادية والثقافية والأخلاقية في ذلك البلد، إلا أن لهذه الظاهرة ت أثير متعدي يتجاوز حدود البلد الذي تستشري فيه هذه الظاهرة، لينتقل إلى مستويات أبعد من حدود الدولة- الحاضنة ليشمل دولا أخرى ومنظمات إقليمية وعالمية-. \nلذا فإن محاربة هذه الظاهرة تستدعي تظافر جهود دولية للعمل بشكل متناسق ومكمل للجهود الداخلية، لذلك نجد الاتفاقات والمواثيق الدولية قد عقدت لهذا الأمر وقد احتوت مجموعة من الأساليب، والوسائل، للحد من إنتشار هذه الظاهرة في سبيل تحقيق التعايش المشترك بين النظم القانونية المختلفة حول العالم. Administrative and financial corruption is a global phenomenon that afflicts all countries, peoples, and cultures at different political, economic, and social levels, albeit to varying degrees. \nAlthough the phenomenon of financial and administrative corruption casts a shadow over the country in which this phenomenon is common, and affects all social, economic, cultural and moral levels in that country, this phenomenon has a transgressive effect that goes beyond the borders of the country in which this phenomenon is widespread, to move to further levels. From the borders of the incubating state to include other countries and regional and global organizations. \nTherefore, combating this phenomenon requires concerted international efforts to work in a coordinated and complementary manner to the internal efforts. Therefore, we find international agreements and charters have been concluded for this matter and have contained a set of methods, and means, to limit the spread of this phenomenon in order to achieve coexistence between different legal systems around the world. |
