| المستخلص: | The Capdel project seeks to achieve sustainable local development according to a participatory approach that would support the capacities of local actors and enable them, through its consultative and consensual mechanisms, to formulate the municipal charter for citizenship participation in the ten model municipalities. This step is an essential stage within the process of completing the rest of the stages and objectives established in the Capdel program, its success is linked to its compliance with organizational rules that define responsibilities, powers and mechanisms in order to ensure the participation and consultation of all local parties, which we will deal with through a case study of the municipality of Ouled Ben Abdelkader in Chlef Province. يسعى مشروع كإبدال لتحقيق تنمية محلية مستدامة وفق مقاربة تشاركية، من شأنها دعم قدرات الفاعلين المحليين وتمكينهم عبر آلياتها التشاورية والتوافقية من صياغة الميثاق البلدي للمشاركة المواطنة في البلديات العشر النموذجية. تشكل هذه الخطوة مرحلة أساسية ضمن عملية استكمال باقي المراحل والأهداف المسطرة في برنامج كإبدال، نجاحها مرتبط بخضوعها لقواعد تنظيمية تحدد المسئوليات والصلاحيات والآليات قصد ضمان مشاركة واستشارة جميع الأطراف المحلية، وهو ما سنتناوله من خلال دراسة حالة بلدية أولاد بن عبد القادر بولاية الشلف. |
