| 520 | |a يهدف البحث الحالي إلى وضع خطه متكاملة واختبارها وتتكون تلك الخطة من أسس الجودة التخصصية من حيث الاعتمادية، ونظم إدارة النقل، والموارد المادية والبشرية المتخصصة، والتخطيط العمراني، وتكوين حدود البلدية، والرقابة البلدية الشاملة من أجل تقديم الخدمات البلدية الأفضل. ينطلق البحث من تساؤل أساسي هو كيف يمكن تنشيط الخدمات البلدية عبر معايير الجودة الشاملة؟ على افتراض أن تنشيط تلك الخدمات يمكن أن يتحقق باعتماد معايير الجودة الشاملة وتطبيقها على نحو متكامل ومتسلسل ومخطط، شمل البحث الحالي مديرية بلدية الموصل بأقسامها ال 18 منهم الصباحي والمسائي وموزعين حسب أحياء مدينة الموصل منها التجاري والسكني، وقام الباحث باستخدام نوعين من أدوات القياس منها تحليل مضمون بالاستعانة بسجلات المنظمة المبحوثة، فضلا عن تصميم استبانة تم توزيعها على الموظفين في عموم البلدية الموصل لتحديد مواقفهم من معايير الجودة في الخدمات البلدية وتحديد مدى نقبلهم لتلك المعايير، إذ تم توزيع 166 استبانة بين العاملين من الدارة العليا والوسطى ومراقبي العمل في أقسام البلدية. | ||
| 520 | |b The current research aims to develop an integrated plan and test it. This plan consists of specialized quality bases in terms of reliability, transportation management systems, specialized physical and human resources, urban planning, municipal boundaries and comprehensive municipal control in order to provide the best municipal services. The research begins with a fundamental question: How can municipal services be activated through the TQM? On the assumption that the activation of these services can be achieved by adopting the comprehensive quality standards and applying them in an integrated, sequential and planned manner. The current research included the Directorate of the Municipality of Mosul with its 18 departments including morning and evening and distributed according to the revival of the city of Mosul, commercial and residential. The researcher used two types of measuring instruments, including a content analysis using the organization's records, as well as the design of a questionnaire distributed to employees throughout Mosul to determine their positions Of the quality standards in the municipal services and determine their acceptability to that standard. 166 questionnaires were distributed among the workers from the upper and middle administrations and the labor inspectors in the municipal departments. | ||
