| المستخلص: | ارتبطت الديمقراطية بالمشاركة المباشرة للمواطنين في إدارة شؤونهم الوطنية والترابية، وذلك عن طريق الفعل الانتخابي الذي يعد الوسيلة المناسبة لإسناد السلطة وممارستها في النظم الديمقراطية، وآلية لتكريس قيم هذه الديمقراطية داخل الممارسة السياسية بالنسبة للأنظمة الانتقالية. وتتقاطع الانتخابات مع العملية الديمقراطية عندما تتوفر الشروط الضرورية كالنزاهة والشفافية وتوسيع هامش الحرية للمشاركة، وتوفر الآليات الانتخابية الملائمة والبيئة المحتضنة لقواعد اللعبة الديمقراطية بشكل عام. وإذا كانت الديمقراطية حسب جوزيف شمبيتر Joseph Schumpeter هي القدرة على الوصول إلى صناعة القرار السياسي عن طريق التدافع التنافسي المشروع على أصوات الشعب، فإن النظام الانتخابي والآليات الانتخابية المرافقة له والنظام الحزبي والتفاعلات التي تنجم عن هذا الثلاثي، كلها مداخل لتعزيز هذا التدافع وتجويده إن هي اختيرت واستثمرت بالشكل الصحيح والجيد، واستعملت في مكانها ووقتها المناسبين. فإلى أي حد يساهم النظام الانتخابي المعمول به في المغرب في الرفع من منسوب الديمقراطية؟ وكيف تؤثر الآليات الانتخابية المختارة من قبل الأحزاب السياسية في إنجاح هذا النمط الانتخابي ومنه تحقيق الانتقال الديمقراطي؟. Democracy has been linked to the direct pqrticipation of citizens in managing their national and territorial affairs, through the electoral act, which is the appropriate means for entrusting and exercising power in democratic systems, and a mechanism for consolidating the values of this democracy within the political practice of transitional regimes. Elections intersect with the democratic process when the necessary conditions are met, such as integrity, transparency, broadening the margin of freedom to participate, and the availability of appropriate electoral mechanisms and an environment that embraces the rules of the democratic game in general. And if, according to Joseph Schumpeter, democracy is the ability to reach political decision-making through legitimate competitive scramble for the people’s vote. The electoral system, the electoral mechanisms accompanying it, the party system and the interactions that result from this trio are all entrances to reinforce this scramble and improve it if they are chosen and invested in the right and good way, and used in the appropriate place and time. To what extent does the electoral system in force in Morocco contribute to raising the level of democracy? How do the electoral mechanisms chosen by the political parties affect the success of this electoral pattern, including the achievement of democratic transition? |
