| المستخلص: | للبرلمان دور هام داخل الأنظمة السياسية للاختصاصات التي يقوم بها من تصويت على القوانين ومراقبة عمل الحكومة، ويعتبر آلية تشريعية بامتياز، وقد أضاف له دستور 2011 وظيفة جديدة تتعلق بمسألة تقييم السياسات العمومية، وسنحاول من خلال هذه الورقة البحثية استجلاء دور البرلمان المغربي بين التشريع والمراقبة وإمكانية تقييم السياسات العمومية، ودور اللجان البرلمانية، ولجن تقصي الحقائق في تتبع السياسات، مع التطرق إلى البعد الدستوري لمناقشة وتقييم السياسات العمومية، كما سنستعرض مفهوم مقترب السياسات العمومية. وبالتالي سنعمل على تفكيك الإشكالية التالية: أي دور للبرلمان في تقييم السياسات العمومية؟ وما هي مجالات تدخل لجانه ولجن تقصي الحقائق؟ وما هي الأبعاد الدستورية لتقييم هذه السياسات؟ The parliament has an important role within the political systems concerning the various functions it performs from voting on legislative laws to monitoring the work of the government. The Moroccan parliament is a case in point. It is considered a legislative mechanism par excellence. It is also empowered by the Moroccan 2011 constitution through equipping it with the possibility to evaluate the public policies. As a matter of fact, I will try, through this research paper, to clarify the role of the Moroccan parliament between legislation, controlling the government and the possibility of evaluating public policies as well as the role of parliamentary committees and fact- finding committees in tracking policies while tackling the constitutional dimension to discuss and evaluate public policies. I will also review the concept of a public policy approach. Thus, my aim in this work is to dismantle the following problematic: What role does the parliament play in evaluating public policies? What are the areas of intervention of fact-finding committees and all its other bodiesas well? |
