| المستخلص: | إن الضعف التعليمي وسوء الإدارة في المؤسسات التعليمية والتخبط في المناهج وعدم استقرارها خاصة في التعليم أهم العوامل التي أدت إلى تدهور المستوى التعليمي وتدني التحصيل العلمي في مختلف المراحل التعليمية وأصبح الطالب حقل تجارب فاشلة للمنهج التعليمي الغير مبني، على أسس علمية وعملية تواكب التطور وفقدانه للجانب التربوي والأهم. لذا ظهر مفهوم الجودة في التعليم. وتعد الجودة من أهم المفاهيم الإدارية الحديثة الأكثر انتشارا واستعمالا لتطوير أساليب العمل في مختلف مجالاته ولتحقيق أقصى درجة من الأهداف المنشودة للمؤسسة وتطوير أدائها وخدماتها وفقا للأغراض والمواصفات المطلوبة وبأفضل الطرق وبأقل جهد وكلفة ممكنين كي تحقق الجودة والتميز فيما تنتجه من سلع وما تقدمه من خدمات للمجتمع. إن لإداء الاقتصادي والاجتماعي اليوم أصبح مرهون بجودة النظام التعليمي ومخرجاته، وهذا ما دفع معظم الدول إلى العمل على تحسين وتطوير خدماتها التعليمية من خلال تطبيق منهج إدارة الجودة.
