| 520 | |a هدف هذا البحث إلى فهم التغير في طبيعة الإنتاج والتبادل التجاري على الصعيد العالمي وآلية نشوء سلاسل القيمة العالمية وتشكلها، فضلا عن إبراز أهميتها في رسم استراتيجيات النمو والتنمية، وخاصة في الدول النامية ومنها سورية. كما أبرز دور السياسات الصناعية وتدخل الدولة في تحديد طبيعة الانخراط في هذه السلاسل ومتطلبات تحقيقه كتحسين مناخ الاستثمار والسياسات التجارية ودور الشركات الصغيرة والمتوسطة. واعتمد البحث على منهج التحليل المقارن والتحليل الوصفي في سبيل الوصول إلى فهم أعمق لاقتصاديات سلاسل القيمة ودورها التنموي. فانطلاقا من تشخيص الوضع الراهن لقطاع الصناعة التحويلية في سورية ومقومات تعزيز تنافسية القطاع كله، أظهر البحث أهمية التدخل الفعال من قبل الحكومة، في محاور فعلية محددة من فروع النشاط الصناعي، والإفادة من الميزات النسبية التي تتمتع بها سورية والفرص الكامنة التي ستتبلور مع توسع عملية إعادة الإعمار، وذلك ضمن سياق تطبيق مدخل سلاسل القيمة العالمية ومراحلها، وإنشاء العناقيد الصناعية التي تربط المنتجين في مختلف المراحل وتلتزم باتباع المعايير الدولية لتعظيم القيمة المضافة، وزيادة التصدير وتخفيض الضغط على استيراد السلع الوسيطة والجاهزة وتعزيز إسهام الصناعة التحويلية في تحويق النمو المستدام. | ||
| 520 | |b This research aims to understand the change in the nature of production and trade exchange at the global level and the mechanism of the emergence and formation of global value chains, in addition to highlighting their importance in designing growth and development strategies, especially in developing countries, including Syria. It also highlights the role of industrial policies and the state’s intervention in determining the nature of engagement in these chains and the requirements for achieving it, such as improving the investment climate, trade policies, and the role of small and medium enterprises. The research relies on the method of comparative analysis and descriptive analysis in order to reach a deeper understanding of the economics of value chains and their developmental role. Based on the diagnosis of the current situation of the manufacturing sector in Syria and the components of enhancing the competitiveness of the sector as a whole, the research shows the importance of effective intervention by the government, in specific actual axes of the branches of industrial activity, and taking advantage of the comparative advantages that Syria enjoys and the potential opportunities that will crystallize with the expansion of the process of re Reconstruction, in the context of applying the approach to global value chains and their stages, and establishing industrial clusters that link producers in various stages and are committed to following international standards to maximize value added, increase exports, reduce pressure on importing intermediate and ready-made goods, and enhance the contribution of the manufacturing industry to achieving sustainable growth. | ||
