| المستخلص: | أستعرض الباحث في هذه الورقة البحثية إطارا نظريا للشراكة بين المؤسسات الحكومية ومنظمات المجتمع المدني المفهوم وتطورات الظاهرة وتطبيقاتها وأهميتها حيث هدفت هذه الورقة إلى التأصيل لمفهوم الشراكة عموما والشراكة بين القطاع الحكومي والقطاع الأهلي خصوصا. أما عن المدخل المنهجي الملائم لهذه الورقة البحثية فتمثل هذه الورقة تجميل وتحليل مكتبي للتراث المكتوب حول المفهوم والظاهرة، فهي ليست عملا ميدانيا. أما أداة البحث فقد اعتمد الباحث على المصادر الثانوية (مقالات -مراجع -دراسات سابقة -أبحاث) وجمع ما تمت كتابته حول العناصر المكتوبة في الورقة ثم تحليله واستخلاص الدروس المستفادة منه، وللشراكة بين المؤسسات الحكومية والقطاع الأهلي أهمية في تحسين التنسيق بين القطاع الأهلي والحكومي، وكذلك تحسين درجة الفاعلية خاصة إذا عملت منظمات المجتمع المدني في ظل إطار قومي. In light of the Egyptian experience In this research paper, the researcher reviewed a theoretical framework for the partnership between government institutions and civil society organizations, the concept, developments of the phenomenon, its applications and its importance, as this paper aimed at establishing the concept of partnership in general and the partnership between the government sector and the private sector in particular. As for the appropriate methodological approach to this paper, this paper represents an embellishment and a desk analysis of the written heritage on the concept and the phenomenon. It is not fieldwork. As for the research tool, the researcher relied on secondary sources (articles - references- previous studies - research) and collected what was written about the written elements in the paper, then analyzed it and extracted the lessons learned from it. The partnership between government institutions and the private sector is important in improving coordination between the private and governmental sectors, as well as improving the degree of effectiveness, especially if civil society organizations operate within a national framework. |
