| المستخلص: | The local institutions openly indicate the relationship that binds the citizen to the state in a legal way that includes communication and integration within the community. The municipality is one of these institutions that stands on all of this, although it was formed as a structure through the central law emanating from the state and the general political system. On the other hand, it is considered a product of the harbingers of a complex society, so our approach to it and the Basic Law is to know the legal personality that constitutes it and to know whether it is really that basic cell that oversees the set of values and social norms that are often framed by the tribe. And because the tribe, with its partial divisions, refers us to the great conflicts that necessitate its son to support his sect in the face of the sons of other tribes, and this is clearly evident in the extended family and the large families in which the local elections are biased to the son of kinship, regardless of his political inclinations and tendencies. Has the tribe or the family become the touchstone that the candidates put in place of the political program? Therefore, this research attempt is a good framework for approaching the topic closely, specifically through what is presented to us by the local community that will be studied here. This abstract was translated by Dar AlMandumah Inc. تؤشر المؤسسات المحلية علانية على العلاقة التي تربط المواطن بالدولة بطريقة قانونية تتضمن التواصل والاندماج داخل المجتمع، وتعد البلدية إحدى هذه المؤسسات التي تقف على كل ذلك رغم أنها تشكلت كبنية من خلال القانون المركزي المنبثق عن الدولة والنظام السياسي العام، وتعتبر في جانبها الآخر نتاج إرهاصات المجتمع المعقد، لذلك فإن اقترابنا منها ومن القانون الأساسي هو لمعرفة الشخصية المعنوية التي تشكلها ومعرفة ما إن كانت فعلا تلك الخلية الأساسية التي تشرف على جملة القيم والأعراف الاجتماعية التي غالبا ما تؤطرها القبيلة. ولأن القبيلة بانقساماتها الجزئية تحيلنا إلى الصراعات الكبيرة التي تحتم على ابنها التشيع لطائفته في مواجهة أبناء القبائل الأخرى ويتجلى ذلك مليا عند الأسرة الممتدة والعائلات الكبيرة التي يتم فيها الانحياز في الانتخابات المحلية إلى ابن القرابة أيا كانت ميوله واتجاهاته السياسية فهل أضحت القبيلة أو العائلة هي المحك الذي يطرحه المرشحون بدل البرنامج السياسي؟ لذلك تعتبر هذه المحاولة البحثية إطارا جيدا لمقاربة الموضوع عن قرب وتحديدا من خلال ما يعرضه علينا المجتمع المحلي المقصود هنا بالدراسة. |
