| المستخلص: | تعد النخب السياسية في المجتمعات المتعددة هي ركيزة للتعايش والتسامح من خلال التقريب بين وجهات النظر المختلفة وتخفيف حدة الانفعالات العاطفية بين القواعد الاجتماعية أثناء اختلافها وصراعها، وأن التعاون النخبوي من شأنه أن يكبح جماح العنف المجتمعي لتحقيق الاستقرار السياسي والمجتمعي، لكن النخب السياسية العراقية لم تكن رؤيتها السياسية محكومة بفكرة الدولة، مما جعل من فكرة الدولة وبنائها تتشابك مع فكرة السلطة، مما أدى إلى تأزم الأوضاع وظهور حالة من عدم الاستقرار السياسي الذي أثر على المجتمع ككل، ومن ثم أدت تلك الثقافة أيضا إلى غياب برنامج قيادي وأداري موحد يضع الحلول والخطط للنهوض بالواقع الاقتصادي والثقافي والعسكري وغيرها من مقومات ازدهار البلد، وأدى غياب ذلك البرنامج إلى الكثير من الأزمات ومنها الأزمة الأخيرة في الموصل... In diverse communities, political elites have regarded the core of coexistence and tolerance by bringing together different points of view and alleviating emotions among social factions throughout their differences and conflicts, also when elites cooperate with each other that will restrain violence among social communities in which lead to achieve political and societal stability. The Iraqi political vision have not governed by the idea of the state, which made the idea of the state and its rebuilding interrelated with the idea of power, which cause the aggravation of the situation and political instability that affected the society as a whole. All these variables resulted in absence of a unified leadership and administrative program that put out solutions and plans to strengthen the economic, cultural, military aspects and other prosperity factors. The absence of such program led to many crises, including the recent crisis in Mosul. |
