| المستخلص: | The average per capita GDP is one of the driving indicators of economic growth, and it also reflects the development of the average per capita income, in addition to that, the average per capita GDP is one of the components of the Human Development Index. The research aims to analyze the trends of each of the average per capita GDP and the Human Development Index, and to measure the effect of the average per capita GDP on the Human Development Index in Iraq during the research period by using the (VAR) model. On the side of the theoretical analysis, the research concluded that there is a direct relationship between the average per capita share of the gross domestic product and the human development index in Iraq during the research period, and on the side of the standard results, there is a long-term equilibrium relationship (joint integration relationship) between the average per capita share of The GDP and the Human Development Index, and the analysis of the VAR model confirmed that the relationship between the average per capita GDP and the Human Development Index is a direct and moral relationship, that is, an increase in the average per capita share of GDP by (1%) leads to an increase in the index of GDP. Human development by (1.77 percent), and the research suggested the need to increase the average per capita GDP in Iraq by increasing the gross domestic product, as well as by increasing the government’s orientation to training and qualifying the group capable of working and granting them loans, and expanding the field of social care for these groups. Those who are unable to work and who have no income or breadwinner, and that plans and strategies are developed with specific time periods in order to employ financial resources in Iraq in a way that contributes to improving the value of the Human Development Index in Iraq and raising Iraq’s classification to the group of countries with high human development in the applicable international classifications. يعد متوسط نصيب الفرد من الناتج المحلي الإجمالي من المؤشرات الدافعة للنمو الاقتصادي، كما أنه يعكس مدى تطور متوسط دخل الفرد، فضلا عن ذلك أن متوسط نصيب الفرد من الناتج المحلي الإجمالي يعد من مكونات دليل التنمية البشرية. يهدف البحث إلى تحليل اتجاهات كل من متوسط نصيب الفرد من الناتج المحلي الإجمالي ودليل التنمية البشرية، وقياس أثر متوسط نصيب الفرد من الناتج المحلي الإجمالي على دليل التنمية البشرية في العراق خلال مدة البحث عن طريق استخدام نموذج VAR)). وتوصل البحث في جانب التحليل النظري إلى وجود علاقة طردية تربط بين متوسط نصيب الفرد من الناتج المحلي الإجمالي ودليل التنمية البشرية في العراق خلال مدة البحث، كما توصل في جانب النتائج القياسية إلى وجود علاقة توازنيه طويلة الأجل (علاقة تكامل مشترك) بين متوسط نصيب الفرد من الناتج المحلي الإجمالي ودليل التنمية البشرية، واكد تحليل نموذج VAR)) أن العلاقة بين متوسط نصيب الفرد من الناتج المحلي الإجمالي ودليل التنمية البشرية هي علاقة طردية ومعنوية، أي أن زيادة متوسط نصيب الفرد من الناتج المحلي الإجمالي بنسبة (1%) يؤدي إلى زيادة دليل التنمية البشرية بنسبة (% 1.77)، واقترح البحث ضرورة زيادة متوسط نصيب الفرد من الناتج المحلي الإجمالي في العراق وذلك من خلال زيادة الناتج المحلي الإجمالي، وكذلك من خلال زيادة توجه الحكومة إلى تدريب وتأهيل الفئة القادرة على العمل ومنحهم القروض، وتوسيع مجال الرعاية الاجتماعية للفئات العاجزة عن العمل والتي ليس لها دخل ولا معيل، وأن يتم وضع خطط واستراتيجيات وبفترات زمنية محدده من أجل توظيف الموارد المالية في العراق بالشكل الذي يسهم في تحسين قيمة دليل التنمية البشرية في العراق ورفع تصنيفه إلى مجموعه البلدان ذات التنمية البشرية المرتفعة في التصنيفات العالمية المعمول بها. |
