| المستخلص: | The aim of this research is to study the nature of the relationship between the flow of foreign aid and poverty in Lebanon during the period (1990 - 2018). The research has used the unit root and common integration test. The research is based on the Victoria Auto Regressive (VAR) and dynamic analysis model by analyzing the components of variance and a function Immediate response, The research concluded that there is a positive effect of foreign assistance in reducing poverty in Lebanon during the research period, but this effect does not last for a long time and this may be due to the weakness of public institutions and the spread of financial corruption and political and security instability, The fight against financial corruption in Lebanon and institutional reform is a necessary condition for maximizing the benefits of foreign aid to the poor in particular and to the country's economy in general. هدف هذا البحث إلى دراسة طبيعة العلاقة ما بين تدفق المساعدات الأجنبية والفقر في لبنان خلال الفترة (١٩٩٠ -2018) واستخدم البحث اختبار جذر الوحدة والتكامل المشترك واعتمد البحث على نموذج الانحدار الذاتي (VAR Victoria Auto Regressive:) والتحليل الديناميكي عن طريق تحليل مكونات التباين ودالة الاستجابة الفورية، توصل البحث إلى أن هناك أثر إيجابي للمساعدات الأجنبية في خفض الفقر في لبنان خلال فترة البحث ولكن هذا الأثر لا يدوم لفترة طويلة وقد يعود هذا إلى ضعف المؤسسات العامة وانتشار الفساد المالي وعدم الاستقرار السياسي والأمني، إن مكافحة الفساد المالي في لبنان والإصلاح المؤسسي يعد شرطا ضروريا في تعظيم منافع المساعدات الأجنبية بالنسبة للفقراء خاصة ولاقتصاد البلد بصورة عامة. |
