| المستخلص: | تهدف هذه الدراسة إلى معرفة مدى تأثر الإدارة المحلية بقرارات الإدارة المركزية خاصة في حال تطبيق سياسة التقشف المنتهجة بدأ من سنة 2015، وهي موضوع بحثنا هذا، وذلك باعتبار الإدارة المركزية هي السلطة المخولة بمنح الاعتمادات المالية للإدارة المحلية، وقد اعتمادنا في هذه الدراسة على تحليل بيانات واقعية للبلدية محل الدراسة كنموذج، وقد تم التوصل إلى أن الإدارة المحلية تتأثر بشكل مباشر في هذه الحال وذلك من خلال الانخفاض والتراجع المحسوس في حجم النفقات المحلية بعد تطبيق سياسة التقشف، وهي نتيجة حتمية تم التوصل إليها وكل ذلك يرجع إلى ضعف الموارد على المستوى المحلي ما يجعل الإدارة المحلية تتأثر مباشرة بكل السياسات المطبقة من طرف الإدارة المركزية. This study aims at identifying the extent to which the local administration is effected by the decisions of the central administration, especially in the case of the implementation of the policy of austerity adopted from 2015, and this is the subject of this research, as the central administration is the authority to grant funds to the local administration, In this study, we relied on analyzing realistic data for the municipality under study as a model, local governance is directly affected by a significant reduction in domestic expenditure after the introduction of austerity policy , this is an inevitable result due to the lack of resources at the local level, which makes local administration directly affected by all policies.
