| المستخلص: | ترتبط متطلبات التجسيد الميداني للديمقراطية التشاركية في الجزائر مباشرة بمقتضيات التكريس الفعلي للحوكمة المحلية وفق الانتقال من إجراءات الحوكمة الشكلية إلى الضوابط التساهمية الميدانية، بعدم استبعاد المواطن من صلب القرار التنموي باعتباره الشريك المجسد للديمقراطية المحلية. تتحصن علاقة المواطن بالإدارة عند ربطها بمتطلبات التعاون والتشارك، حيث تتأسس الديمقراطية التشاركية على مبدأ مساهمة قوى المجتمع المدني بمختلف مكوناته من مواطنين وجمعيات إلى جانب السلطة المركزية، غير أن حداثة التشاركية في الجزائر وتعنت السلوك الإداري على تهميش الرأي العام المحلي أدى إلى قصور العلاقة التفاعلية للمواطن بالإدارة فاتحا المجال إمام الانسدادات الإدارية والشعبية. The requirements for effective implementation of local governance are strongly linked to the conditions for the adequate application of participatory democracy and this requires a transaction from formal governance to real application without excluding the citizen at the heart of decisions as a partner embodied by the local democracy. The citizen's relationship with the administration is strengthened when it is linked to the imperatives of cooperation and sharing, in fact, participatory democracy is based on the principle of participation of civil society through its component, namely citizens, associations, decentralized administration, However the young participatory experience in Algeria as well as the intransigence of administrative behavior marginalizing local public opinion led to the failure of the citizen's interactive relationship with the administration, opening the way to administrative and popular blockages. |
