| المستخلص: | يعد الوقف بمفهومه الواسع أصدق تعبير عن التنمية المجتمعية، فهو يعد مصدر مهم لحيوية المجتمع وفاعليته وتجسيد قيم التكافل الاجتماعي وترسيخ لمفهوم الصدقة الجارية برفدها الحياة الاجتماعية بمنافع مستمرة ومتجددة تنتقل من جيل إلى آخر حاملة مضموناتها العميقة في اطار عمل يجسده وعي الفرد بمسؤوليته الاجتماعية، ويزيد إحساسه بقضايا إخوانه المسلمين ويجعله في حركة تفاعلية مستمرة مع همومهم الجزئية والكلية. والوقف هو من أهم المؤسسات إلى تكونت لرعاية الأعمال الخيرية، والنهوض بالواقع الاقتصادي للمجتمعات وتحقيق الأمن الاقتصادي لهم. حيث أن طبيعة الوقف تجعل منه ثروة استثمارية متزايدة، فالوقف في أصله وشكله العام ثروة إنتاجية توضع في الاستثمار على سبيل التأبيد، يمنع بيعه واستهلاك قيمته، ويمنع تعطيله عن الاستغلال، ويحرم الانتقاص منه والتعدي عليه . فالوقف استثمار تراكمي يتزايد يوما بعد يوم، بحيث تضاف دوما أوقاف جديدة إلى ما هو موجود وقائم من أوقاف قديمة، دون أن ينتقص من القديمة شيء. وحتى يستطيع تحقيق الأمن الاقتصادي فإنه لا بد من أن يسعى إلى سد حاجات المجتمع الاقتصادية وكذلك محاربة الفقر والمجاعات في المجتمعات الإسلامية والحد من البطالة كواحدة من أهم المشكلات الاقتصادية الكبيرة التي تواجه الأمن الاقتصادي في العالم. The Endowment is considered the most rightest manifestation of community development, as it is an important source for the vitality and effectiveness of society, besides being the embodiment of the values of social solidarity and the consolidation of the concept of ongoing charity by providing it with continuous and renewed benefits that are transmitted from one generation to another carrying its deep contents in a practical framework embodied by the individual’s awareness of his social responsibility and increases his sense of the issues of his Muslim brothers and creates him in a continuous interactive movement with their partial and total concerns. The aim of this research is to study the role of the Endowment in achieving the economic security of society by proposing development projects in Islamic principles to meet the needs of society, and requesting suspension on them, in addition to the proper spending of the proceeds of the funds that belonging to the Endowment to meet the social and developmental needs that the reality creates. The Endowment also can help in financing and developing various projects, which means providing more job opportunities, exploiting local wealth, increasing production, improving the standard of living, and thus achieving economic security for society. In order to achieve economic security, the community must strive to meet the economic needs of society, as well as fight poverty and famine in Islamic societies, and reduce unemployment as one of the most important major economic problems facing economic security in the world. |
