And the failure of strategies, plans and programs that aim to reduce illiteracy rates, which is why government agencies concerned with combating illiteracy must define a concept of illiteracy that keeps pace with the times, which is taken as a basis for developing programs for literacy, and implementing decisions and laws related to compulsory education, training and qualification for teachers in adult education centers Providing a database, and getting acquainted with the experiences of neighboring countries in literacy and adult education And open areas of cooperation between them. يتناول هذا البحث اتجاهات الأمية في العراق وجوارها الإقليمي، يهدف دراسة أسباب وآثار الأمية، واتجاهاتها بشكل مقارن من خلال بيان معدلاتها، فضلا عن التحديات التي تواجه تلك المشكلة وآفاقها المستقبلية بغية الإلمام بالصورة التي يعشها المجتمع العراقي مقارنة بالدول المحيطة به، لأهمية مشكلة الأمية التي أصبحت من التحديات التي واجهتها الحكومة في العراق ودول الجوار لما لها من انعكاسات سلبية على المجتمع العراقي ومحيطه الإقليمي، وأن محو الأمية سيكون مهما لتحقيق التنمية الشاملة، وقد توصل البحث إلى ارتفاع معدلات الأمية في العراق مقارنة بجوارها الإقليمي، نتيجة الظروف غير المستقرة التي مر بها العراق، وفشل الاستراتيجيات والخطط والبرامج التي تهدف إلى خفض معدلات الأمية، مما يتوجب على الجهات الحكومية المعنية بمكافحة الأمية أن تحدد مفهوما للأمية يواكب العصر، يتخذ منه منطلقا لوضع البرامج الخاصة بمحو الأمية، وتطبيق القرارات والقوانين المتعلقة بالتعليم الإلزامي، والتدريب والتأهيل للمعلمين في مراكز تعليم الكبار، وتوفير قاعدة بيانات، والاطلاع على تجارب الدول المجاورة في محو الأمية وتعليم الكبار وفتح مجالات التعاون بينها. |
