| المستخلص: | استهدفت هذه الدراسة اختبار أثر تطبيق نظام معلومات إدارة مالية الحكومة GFMIS على فعالية بيئة الرقابة الداخلية بالوحدات الحكومية، ولتحقيق أهداف الدراسة واختبار فروضها تم استخدام الاستبيان (استمارة الاستقصاء) كأداة رئيسية لجمع البيانات من مجتمع الدراسة، حيث اعتمد الباحث على أسلوب الحصر الشامل لمجتمع الدراسة والذي تمثل في ممثلي وزارة المالية المصرية بمحافظة الدقهلية وبلغ عددهم ٢٢٤ موظفاً، وقد بلغت نسبة الاستجابة الصالحة للاستخدام ٩٠% تقريباً، وقد توصلت الدراسة إلى وجود أثر إيجابي قوي لأبعاد نظام معلومات إدارة مالية الحكومة GFMIS وما يكمله من نظم الدفع والتحصيل الإلكترونية الحكومية GPS & GPOS (جودة النظام وجودة الخدمة وجودة المعلومات وجودة العنصر البشري) على فعالية بيئة الرقابة الداخلية بالوحدات الحكومية، وقد أوصت الدراسة بضرورة الاعتمام بتحسين جودة أبعاد نظام معلومات إدارة مالية الحكومة GFMIS لزيادة جودة النظام نفسه والنظم المكملة له وبالتالي زيادة فعالية بيئة الرقابة الداخلية بالوحدات الحكومية. This study aimed to test the impact of the application of the government financial management information system GFMIS on the effectiveness of the internal control environment in government units, To achieve the objectives of the study and test its hypotheses, the questionnaire (survey form) was used as a main tool for collecting data from the study community, Where the researcher relied on the comprehensive survey method of the study community, which was represented in the representatives of the Egyptian Ministry of Finance in Dakahlia Governorate, and they reached 224 employees, The usable response rate was about 90%, and the study found a strong positive impact to the dimensions of the government financial management information system GFMIS and its complementary government electronic payment and collection systems GPS & GPOS (system quality, service quality, information quality, and human quality') on the effectiveness of the internal control environment in government units, The study recommended that attention should be paid to improving the quality of the dimensions of the government financial management information system GFMIS in order to increase the quality of the system itself and its complementary systems and thus increase the effectiveness of the internal control environment in government units. |
