| المستخلص: | هدف البحث الحالي الوقوف على طبيعة الدور الذي يؤديه القطاع الريادي في دعم الاقتصاد الوطني السعودي، مع رصد أهم المشاكل التي تعترض تنمية هذا القطاع، ووضع التصورات والحلول المثلي لعلاجها بما يفعل من دور هذا القطاع في دعم جهود التنمية المستدامة خاصة ما يتعلق بتنويع الهيكل الاقتصادي ويدعم تنفيذ رؤية المملكة 2030. واعتمد البحث في تحقيق أهدافه على المنهج الإحصائي الوصفي التحليلي في معالجة البيانات الأولية التي تم تجميعها من الرياديين وعدد من الجهات المعنية بالقطاع الريادي في محافظة الخرج وذلك من خلال استبانة تم تصميمها بما يحقق أهداف الدراسة حيث تم توزيع 250 استبانة بلغ عدد الاستبانات المرتجعة والمكتملة البيانات نحو 117 استبانة بما يمثل نحو 78% وتوصل البحث لعدد من النتائج الهامة من بينها أن القطاع الريادي في المملكة العربية السعودية يؤدي دورا مقبولا وإن كان دون المستوى المأمول في دعم وتنويع الاقتصاد الوطني كما أنه يؤدي إلى حسن استثمار الأفكار الشبابية في إنتاج مشاريع إنتاجية وخدمية إلا أن دور هذه المشروعات كان منخفضا في توجيه مدخرات الأفراد نحو فرص استثمارية جديدة. وفيما يتعلق بأهم المشاكل التي تواجه القطاع الريادي في المملكة العربية السعودية فقد تمثل أهمها في خوف بعض أصحاب المشاريع الريادية من احتمال تعرض مشاريعهم للفشل أو الإفلاس، يليها في ذلك الصعوبات الخاصة بالحصول على اللازم للمشروع، في المرتبة الثالثة تأتي الصعوبات الخاصة بارتفاع مدخلات الإنتاج من مواد أولية وعمالة ومعدات وأجهزة وغيرها، في حين كان معوق الندرة النسبية في الموارد البشرية المؤهلة للقيام بالعمل في هذه المشاريع الريادية هو أقلها تأثيرا من وجهة نظر العينة. وطرح البحث عددا من التصورات الكفيلة بعلاج هذه المشكلات وتفعيل دور هذه المشاريع في دعم الاقتصاد الوطني وكان من أهم هذه النقاط التي أخذت أهمية نسبية متقدمة من قبل عينة الدراسة ضرورة توفير المصادر التمويلية الملائمة وبإجراءات ميسرة تسهل على الشباب الحصول على التمويل المناسب مع تفعيل دور الجامعات في إنشاء منظومة متكاملة من البحث والتطوير للأنشطة الريادية لدعم الكيانات الريادية الوليدة وتشجيع الشباب على تبني المبادرات الريادية والسعي نحو توفير البنية التحتية الملائمة والداعمة للأنشطة الريادية مع تبسيط الإجراءات والقوانين والشروط المتبعة في تأسيس الأعمال الريادية. ووضعت الدراسة استراتيجية يمكن من خلالها تفعيل دور القطاع الريادي تستند بشكل أساسي على توصيات الدراسة والتي من بينها ضرورة وضع إطار تشريعي من اجل خلق منظومة ريادية إبداعية مع توفير مصادر للتمويل تسهل على الشباب افتتاح مشروعات رياديه مع ضرورة تأسيس قاعدة بيانات دقيقة وفق إحصاءات ومسوحات سوقية متخصصة تدعم أصحاب المشاريع الريادية مع زيادة عدد المنصات الإلكترونية التي يمكن من خلالها متابعة كافة الإجراءات عبر الإنترنت أو الاتصال الهاتفي إضافة إلى تفعيل البرامج التدريبية الداعمة لتأسيس وإدارة المشاريع الريادية. The present research aims to know the nature of role which is being played by the “entrepreneurial sector" to strengthen the Saudi National Economy, monitor the problems facing the development of this sector and present optimal concepts and solutions to address these problems in a way that can activate the role of this sector in supporting the efforts of sustainable development, particularly, the efforts which are related to diversification of economic structure and implementation of Kingdom's VISION2030. To achieve its objectives, the research relied on analytical descriptive statistical method to process the preliminary data which were collected from entrepreneurs and a number of bodies concerned to the "entrepreneurial sector” in Al-Kharj Governorate. The data were collected through a questionnaire which was designed in such a manner that achieves the objectives of the study. The number of questionnaires which were filled completely and returned back reached 117 out of total 250 distributed questionnaires. The research produced many important results including: the "entrepreneurial sector" in the Kingdom of Saudi Arabia plays good role, even though it is below the expected level, in supporting and diversifying the national economy. Also, it helps to invest the youth ideas in creating the production and service projects but the role of these projects was low in guiding the individual's savings towards good investment opportunities. Regarding the most important problems, which are faced by the "entrepreneurial sector" in the Kingdom of Saudi Arabia, they are reflected in some entrepreneurs' fear of failure of their projects or bankruptcy followed by the difficulties they face in getting the necessary financing for their projects. The third obstacle is increasing cost of inputs of production (raw materials, labor and equipment etc.) while the relative scarcity of human resources qualified to work on these entrepreneurial projects was the least influential from the sample's point of view. Also, the research presented a number of concepts to address these problems and activate the role of these projects in supporting the national economy. The most important points, which have received a relative importance from the sample of the study, focuses on need to provide appropriate financing resources as through easy procedures, the youths can get appropriate financing, activating the role of universities to establish an integrated system of research and development for entrepreneurial activities to support the nascent entrepreneurial entities, encourage youths to adopt entrepreneurial initiatives and provide the appropriate and supportive infrastructure for entrepreneurial activities with simplifying the procedures, laws and conditions followed in establishing the entrepreneurial businesses. The study made a number of important recommendations, including the need to develop a legislative framework in order to create an innovative "entrepreneurial system and provide the resources for funding to facilitate the task for youths to start the "entrepreneurial projects". The study emphasized on the need to establish an accurate database according to statistics and specialized market surveys supporting the entrepreneurs with increasing the number of “electronic platforms” through which all the procedures can be followed up online or by telephone in addition to organize the training programs which support the establishment and management of entrepreneurial projects. |
