| المستخلص: | تواجه العديد من دول العالم ظاهرة الاقتصاد الخفي أو غير الرسمي؛ ذلك الجزء من الاقتصاد الذي يكون مخفيا عن السلطات والأنظمة والقوانين، وإذا وجد بدون الاندماج في الاقتصاد الرسمي يصعب تحقيق التنمية، ولكي نحقق التنمية المستدامة يجب استغلال الموارد، واختيار الاستثمارات التي تحقق الرفاهية للأجيال القادمة، ويمكن تحقيق ذلك من خلال مواجهة التحديات التي تواجه التنمية المستدامة، ومعالجة آثار وأسباب نمو الاقتصاد الخفي على التنمية المستدامة، على مستوى التحديات الثلاث الاقتصادية، والاجتماعية، والبيئية، من خلال تحسين الإنتاجية وتحسين إدارة سوى العمل، وتسهيل الوصول إلى الخدمات المالية، وتوفير الحماية الاجتماعية للأفـراد والحفاظ على البيئة والعمل اللائق. وسوف يتم تناول هذا البحث من خلال فصلين، الفصل الأول يتضمن مفاهيم عامة من خلال مبحثين، في المبحث الأول يتناول مفهوم التنمية المستدامة وتحدياتها؛ والمبحث الثاني يتناول ماهية الاقتصاد الخفي، وأنواعه، وخصائصه، وأسباب نموه. أما الفصل الثاني فسيتناول ثلاثة مباحث، المبحث الأول: توضيح آثار الاقتصاد الخفي وطرق تقدير حجمه، والمبحث الثاني يتناول حجم الاقتصاد غير الرسمي في مصر، والسياسات المصرية لدمجه مع الاقتصاد الرسمي، والمبحث الثالث يتناول استراتيجية التنمية المستدامة في مصر واستراتيجيات إدارة الاقتصاد الخفي في ظل تحديات التنمية المستدامة. Many countries of the world are facing the phenomenon of the hidden or informal economy, that part of the economy that is hidden from the authorities, regulations, and laws, and if it is found without integration into the formal economy, it is difficult to achieve development. This is done by facing the challenges facing sustainable development and addressing the effects and causes of the growth of the hidden economy on sustainable development at the level of the three economic, social, and environmental challenges, through improving productivity, improving labor market management, facilitating access to financial services, providing social protection for individuals, and preserving the environment and decent work. This research will be dealt with in two chapters. The first chapter includes general concepts through two sections. The first section deals with the concept of sustainable development and its challenges. The second topic deals with what the hidden economy is, its types, characteristics, and the reasons for its growth. As for the second chapter, it will deal with three topics, the first topic: clarifying the effects of the hidden economy and methods of estimating its size, and the second topic deals with the size of the informal economy in Egypt, and the Egyptian policies to integrate it with the formal economy, and the third topic deals with the sustainable development strategy in Egypt and strategies for managing the hidden economy in light of challenges sustainable development. |
