| المستخلص: | يشكل الأمن البحري هاجسا وتحديا أمنيا دوليا وإقليميا ومحليا نظرا لتنامي مظاهر زعزعته وتهديده، مما حدا بالمنتظم الدولي إلى العمل على تحقيقه، والسهر على استتبابه من خلال تنسيق الجهود، وتكثيف التعاون الجماعي. ومن مظاهر ذلك التحدي للأمن البحري تعرض الممرات المائية الحيوية لمنطقة الخليج العربي للتهديد والاعتداء والحوادث الأمنية مما يعرقل تأمين حركة الملاحة البحرية، وخطوط المواصلات والإمدادات البحرية. يهدف هذا البحث دراسة موقف دول مجلس التعاون الخليجي من قضية الأمن البحري المشترك، هذا الأمن الذي أصبح تحقيقه يشكل تحديا إقليميا بسبب تعدد أسباب تهديده وزعزعته، لاسيما تنامي ظاهرة القرصنة البحرية، مما دفع تلك الدول إلى تكثيف الجهود، وتوحيد المواقف من أجل اتخاذ التدابير اللازمة للتصدي لكل ما من شأنه أن يعرقل الملاحة البحرية، ويحقق الأمن البحري الجماعي والسلم الإقليمي. من أجل تناول تلك المباحث بالدراسة تم الاستناد إلى المنهج النسقي الذي اعتبر مظاهر تهديد وزعزعة الأمن البحري لدول مجلس التعاون مدخلات دفعت قادة هذه الدول إلى تكثيف التعاون من أجل طرح واعتماد آليات وتدابير شكلت مخرجات الهدف منها الحد من تلك المظاهر تحقيقا لأمن واستقرار منطقة الخليج بحريا. Maritime security is an international, regional and local security concern and challenge due to the growing manifestations of its instability and threats, which prompted the international community to work to achieve it and to ensure its presence through coordination of efforts and intensifying collective cooperation. Among the manifestations of that challenge to maritime security is the exposure of the vital waterways of the Arab Gulf region to threats, attacks and security incidents, which impede the security of maritime traffic, transportation lines and marine supplies. This research aims to study the position of the Gulf Cooperation Council countries on the issue of joint maritime security, this security which has become a regional challenge due to the multiple reasons for its threat and destabilization, especially the growing phenomenon of maritime piracy, which prompted these countries to intensify efforts and unify positions in order to take the necessary measures To combat everything that would hinder maritime navigation and achieve collective maritime security and regional peace. In order to deal with these investigations, the study was based on the systematic approach that considered the manifestations of threatening and destabilizing the maritime security of the countries of the Gulf Cooperation Council inputs that prompted the leaders of these countries to intensify cooperation in order to propose and adopt mechanisms and measures that formed the outputs aimed at reducing these manifestations in order to achieve the security and stability of the Gulf region maritime. |
