| المستخلص: | "من المسلمات في الحركية الداخلية للدولة المعاصرة الارتباط الوثيق ما بين المجتمع المدني وقضايا الديمقراطية والحكم الراشد. إن تعاظم دور المجتمع المدني كفاعل داخلي بكل مكوناته في شتى المجالات الاجتماعية، الاقتصادية، الثقافية، الدينية وغيرها لازم في الكثير من الحالات تراجع دور الدولة في القيام بوظائفها أو انحرافها عن تأديتها في إطار ما يحدده القانون، فكان دور المجتمع المدني إما مكملا لدورها أو مصوبا له. إن إنشاء مؤسسات مجتمعية قوية، يعتمد أساسا على تحقيق التوازن بينها من خلال شبكة متينة من علاقات الضبط، الرقابة regulation والمساءلة accountability وفعالية الضبط الشفافة transparency وقد أصبح المجتمع المدني أصبح أحد أهم قنواه المشاركة في إدارة الشأن العام. وهو ما يدفع إلى البحث في مدى إسهامه في تحقيق الوظائف السابقة والآليات التي يعتمدها في ذلك، خاصة وأنها في مجملها وليدة تجارب وممارسات عملية عديدة". “One of the postulates in the internal dynamism of the contemporary state is the close connection between civil society and issues of democracy and good governance. The growing role of civil society as an internal actor with all its components in the various social, economic, cultural, religious and other fields requires in many cases a decline in the role of the state in carrying out its functions or its deviation from performing it within the framework of what is specified by law. The role of civil society was either complementary to its role or a correction to it. The establishment of strong societal institutions depends primarily on achieving a balance between them through a solid network of control relationships, regulation and accountability, and effective transparency of regulation. Civil society has become one of the most important channels for participation in the management of public affairs.
