| المستخلص: | للوثائق قيم إثباتية ومعلوماتية، لا تقتصر أهميتها على مدى زمني محدد أو نطاق إداري أو موضوعي؛ ومع اعتماد البنية التحتية المعلوماتية في المنظومة الرقمية على الوثائق كمصادر رئيسة للبيانات والمعلومات، فإن الدراسة تقدم رؤية استشرافية لمنظومة التحول الرقمي في مصر، وفي القلب منها إدارة الوثائق بما يحقق علاقة التكامل التي تفترضها الدراسة بينهما، وتبني الدراسة تصورها على تحليل التكوين التنظيمي للكيانات المسئولة عن التخطيط والتنفيذ لعمليات التحول الرقمي، بداية من المجلس الأعلى للمجتمع الرقمي مرورا بالمجالس الأخرى المتعلقة بالتقنيات الرقمية الحديثة لما يفترض بينهم من علاقات واهتمامات مشتركة، ثم دراسة لوزارة الاتصالات وتكنولوجيا المعلومات المسئولة عن تقديم الدعم التقني والإشراف على تأسيس البنية التكنولوجية في الأجهزة الإدارية، بالإضافة إلى مركز معلومات ودعم اتخاذ القرار بمجلس الوزراء باعتباره المسئول عن تقديم الدعم الفني لمراكز المعلومات التي استحدثت بالتقسيم التنظيمي ":نظم المعلومات والتحول الرقمي"، وتستعرض الدراسة مهام التوثيق التي انتقلت إلى التقسيم الجديد من مراكز المعلومات الملغاة، وأخيرا دراسة للواقع التنظيمي لأماكن حفظ الوثائق في الأجهزة الإدارية، وما تعانيه من مشكلات بسبب التشتت الإداري وغياب التبعية الفنية، الأمر الذي دفع بالدراسة إلى التوصية باستحداث تقسيم تنظيمي لإدارة الوثائق يتسق مع أهداف قانون الوثائق المزمع صدوره، بحيث يضم التقسيم جميع الإدارات المسئولة عن الوثائق سواء النشطة وشبه النشطة، ويشكل مظلة تضمن السيطرة على كافة الأرصدة الوثائقية داخل الجهة، وتوحد العمليات الفنية والإدارية، ويكفل القيام بعمليات الأرشفة الإلكترونية ودعم المنظومة الرقمية للدولة، واعتمدت الدراسة على المنهج الوصفي التحليلي في تحليلها لعناصر المنظومة الحالية، وعلى المنهج التحليلي المستقبلي فيما تقدمه من رؤى استشرافية. Records have evidentiary and informational values, the importance of which is not limited to a specific time or within the scope of administration or subject matter, And by adopting the information Technology infrastructure in the digital system on records as the main sources of official data and information, The study provides a forward-looking vision for the digital transformation system in Egypt, at the center of which is records management, in order to achieve an integration relationship between them, The study relies on an analysis of the organizational composition of the entities responsible for planning and implementing digital transformation processes, From the Supreme Council for the Digital Society, to the other councils related to digital technologies, for their mutual relations and interests, Then a study for the Ministry of Communications and Information Technology is responsible for providing technical support and overseeing the establishment of the technological infrastructure in the administrative departments, In addition to the Information and decision Support Center of the Council of Ministers, as it is responsible for providing technical support to information centers that have been created with the organizational division “Information Systems and Digital Transformation”, The study reviews the documentation tasks that moved to the new division of the canceled information centers, Finally, a study of the places where records are kept in the administrative departments and their problems due to administrative dispersion and the absence of technical dependency, Which prompted the study to create an organizational division for records management consistent with the objectives of the upcoming document law, The division includes all departments responsible for records, both active and semi-active, It ensures control of all records within the department and unifies technical and administrative processes, It ensures carrying out electronic archiving operations and supporting the country's digital system, The study relied on the descriptive analytical method in its analysis of the elements of the current system and on the future analytical method in its forward-looking visions. |
