| المستخلص: | لقد ازداد خطاب الكراهية حدة واستفحالا بنسق متصاعد في المدة الأخيرة وباتت وسائل الإعلام تتعاطي معه كأسلوب وخطاب مبرر ومقبول، وضمنته نشراتها الإخبارية وتقاريرها الصحفية والتليفزيونية، وبرامجها الحوارية على اختلاف أنواعها وأشكالها. وبالنظر لما ينطوي عليه خطاب الكراهية من مخاطر كبرى على المتجمعات بمختلف نظمها السياسية والاجتماعية، وعلى مجتمعاتنا العربية بشكل خاص فإن موضوع البحث يكتسب أهمية استثنائية لدراسته وتناوله بالشرح والتحليل، والتعرف على حيثياته. وقد تمثلت مشكلة البحث بتساؤل أساسي عن طبيعة الخطاب الإعلامي بشكل عام وخطاب الكراهية بشكل خاص في وسائل الإعلام والأسباب التي أدت إلى شيوعه وانتشاره، وطبيعة هذا الخطاب وسماته الخاصة. ويهدف البحث إلى توصيف طبيعة الأطر التي تتعامل بها وسائل الإعلام في تناولها للأحداث المختلفة بضوء نظرية الأطر الإعلامي مع محاولة التعرف على سمات خطاب الكراهية وأهدافه ومصادره. والبحث دراسة وصفية استهدفت متابعة حالة معينة ورصدها وتحليلها والكشف عن عناصرها المختلفة للوصول إلى استنتاجات علمية بشأنها، ويشير البحث إلى أن هناك عوامل متعددة سياسية واجتماعية محلية ودولية ساعدت في تأجيج خطاب الكراهية الذي وجد أرضية مناسبة له أثر الأحداث السياسية الضخمة التي شهدها العالم بشكل خاص وكان العراق ساحة من ساحاتها الساخنة، كما أن التطورات التقنية الهائلة في تكنولوجيا الاتصال مع ما رافقها من فوضي إعلامية أسهمت بشكل فعال في شيوع هذا النوع من الخطاب وقد أدرج الباحث في نهاية بحثه استراتيجية مقترحة لمواجهة خطاب الكراهية في وسائل الإعلام المختلفة. The discourse of hatred has intensified and escalated in an escalating fashion in the recent period, and the media have been dealing with it as a justified and acceptable method and speech, and included in its news bulletins, press and television reports, and talk shows of all kinds and forms. In view of the great dangers that hate speech poses to societies in different political and social systems, and to our Arab societies in particular, the subject of research is of exceptional importance for study, analysis, and identification. The problem of research was a fundamental question about the nature of media discourse in general and hate speech in particular in the media and the reasons that led to its spread and spread, and the nature of this speech and its special features. The research aims to characterize the frameworks in which the media deal with different events in the light of the theory of media frameworks while attempting to identify the characteristics of the hate speech, its objectives and its sources. The research indicates that there are various political and social factors, local and international, which helped fuel the hate speech, which found suitable ground for it following the huge political events that the world witnessed in particular. Iraq is one of its hot spots. The huge technological developments in communication technology and the accompanying media chaos have contributed to the prevalence of this type of discourse.
