| المستخلص: | يهدف البحث إلى إبراز أهمية الأمن والسلامة في المستشفيات؛ وذلك لتفردها بتجمع أكبر قدر من المخاطر- عدداً ونوعاً – في منشأة واحدة؛ كالمخاطر البيولوجية، والكيميائية، والإشعاعية، والإصابات، والحرائق، والعنف، مقارنة بغيرها من المنشآت، كما يهدف البحث إلى إيضاح أثر سياسات وإجراءات الأمن والسلامة في توفير بيئة آمنة في المستشفيات؛ وإلى الكشف عن أوجه الخلل في واقع المنشآت الصحية موضع البحث، والتعرف على أسبابه. ومن حيث المنهجية، فقد اعتمد الباحث على نوعين من أنواع البحث الوصفي، وهما منهج البحث الوصفي المسحي، والمنهج الوصفي التحليلي وكانت النتائج قد أثبتت وجود فروق ذات دلالة إحصائية بين المستشفيات الحكومية ومستشفيات القطاع الخاص السودانية من حيث وجود الخطط المكتوبة المتكاملة المتعلقة بالأمن والسلامة فيها، كما ثبت وجود فروق ذات دلالة إحصائية بين المستشفيات الحكومية ومستشفيات القطاع الخاص السودانية من حيث توفر وسائل الأمن والسلامة فيها وأيضاً هناك فروق ذات دلالة إحصائية بين المستشفيات الحكومية ومستشفيات القطاع الخاص السودانية من حيث تطبيق السياسات والإجراءات والإرشادات المتعلقة بالأمن والسلامة. وقد أوصت الدراسة بتدارك الثغرات التي أسفرت عنها الدراسة فيما يخص برنامج أو سياسات السلامة من الحرائق، والخطط المكتوبة لإخلاء المرضى في حالة الحرائق، وتزويد المستشفيات بنظام إنذار للحرائق وكشف الدخان، وأبواب عازلة للحرائق، والتدريب الدوري على مكافحة الحرائق. The Effect of Safety and Security Policies and Procedures on Providing a Safe Environment in the Sudanese Hospitals (A Comparative Study of Public and Private Hospitals in Khartoum City during the Period from October 2014 to January 2015) This research aims to demonstrate the importance of safety and security in hospitals, because the hospitals hosting the widest variety of risks, namely, biological, chemical, radiological, injuries, fire and violence risks, compared to other organizations. It also aims to show the effect of safety and security policies and procedures in providing a safe environment in hospitals, reveal the shortcomings in the surveyed hospitals and their underlying reasons, and propose the necessary corrective measures of risk prevention, crises management when they occur, and preventing-or at least reducing-the chances of their recurrence. The methodology depended in the research, namely the descriptive and statistical analysis procedure. The results are as follows: there are statistically significant differences between the Sudanese public and private hospitals in terms of the availability of safety and security policies, procedures and instructions is supported. There are statistically significant differences between the Sudanese public and private hospitals in terms of. The availability of comprehensive, written safety and security plans is supported. The hypothesis that there are statistically significant differences between the Sudanese public and private hospitals in terms of the availability of means of safety and security is supported. There are statistically significant differences between the Sudanese public and private hospitals in terms of implementing safety and security policies, procedures and instructions is supported. The research recommends bridging the gaps revealed by the study in safety and security programs, written plans for patient evacuation in cases of fire, equipping hospitals with adequate fire alarm and smoke detection systems as well as fire proof doors, periodic firefighting training and fire drills. |
