| المستخلص: | This study aims to establish a theoretical and analytical framework to stand on the emergence and development of higher education and scientific research digitization at the international and national levels. To demonstrate the role of digitization in the development and modernization of all pedagogical and administrative functions in higher education, as well as to determine its effectiveness in improving its governance system, the influence of digitization on ensuring the quality of both the educational process and the outcomes of higher education has been assessed. The results concluded that digitization is a necessary mechanism for higher education institutions in Algeria to join the digital age, open up to successful digital transformation experiences regionally and internationally and strengthen partnership with it. It also contributes effectively to ensure the quality of higher education if its employment is developed and all challenges are met to make it successful. تهدف هذه الدراسة إلى تأصيل إطار نظري وتحليلي للإحاطة بنشأة وتطور رقمنة التعليم العالي والبحث العلمي على المستويين الدولي والوطني، ولتوضيح دور الرقمنة في تطوير وعصرنة جميع وظائف التعليم العالي البيداغوجية والإدارية وتحديد مدى فعاليتها في تحسين نظام حوكمته من خلال تقييم أثرها على ضمان جودة كل من العملية التعليمية وكذا مخرجات التعليم العالي، وتوصلت النتائج إلى أن الرقمنة آلية ضرورية لالتحاق مؤسسات التعليم العالي في الجزائر بعصر التكنولوجيا الرقمية وانفتاحها على تجارب التحول الرقمي الناجحة إقليميا ودوليا وتعزيز الشراكة معها، كما أنها تساهم بشكل فعال في ضمان جودة التعليم العالي إذا ما تم تطوير توظيفها ومجابهة كل التحديات لإنجاحها. |
