| المستخلص: | إن الباحث في قضايا الحرية وإشكالاتها يدرك حجم القضايا وتعقيداتها من حيث البنية ومستويات الطرح والاقتراب، سواء ما تعلق بمفاهيمها الجدلية أو ما تعلق بمؤشراتها وكيفية قياسها، وذلك لما يعتري المصطلح من خلاف حول تحديده بدقة، كونه يشكل جزءا من الهوية أو يعبر عنها، وبذلك فهو يطرح قضايا القيم والانتماء بين الفردية والجماعية إن هذه الفضاءات المعقدة للحرية لا تخلو من تقاطعات بنيوية شكلت أطروحات وأدوات خصبة للقياس من خلال تقارير دولية، اجتهدت العديد من المنظمات والدول على حد سواء في طرحها بشكل تعاوني أو فردي، محاولة إعطاء صورة وتشكيل خلفية تساعد الباحثين عن الحرية سواء أفرادا أو كيانات لاتخاذ قرارات وشراكات في شتى المجالات من جهة، ومن جهة أخرى كباعث على ترقية الحريات في العالم، من خلال إيجاد المنهجية العملية لترسيخ مفاهيم الحرية ودلالاتها، تجاوزا للأطروحات السلطوية المستبدة في العالم The researcher in issues of freedom and its problems realizes the size of the issues and their complexities in terms of structure, levels of discourse and approach, whether related to their dialectical concepts or what is related to their indicators and how to measure them. It raises issues of values and belonging between individual and group. These complex spaces for freedom are not without structural intersections that have formed fertile theses and tools for measurement through international reports. Many organizations and countries alike have made efforts to present them cooperatively or individually, trying to give a picture and form a background that helps those seeking freedom, whether individuals or entities, to make decisions, And partnerships in various fields on the one hand, and on the other hand, as a catalyst for the promotion of freedoms in the world, by finding a practical methodology to consolidate the concepts of freedom and its connotations, overcoming authoritarian theses in the world. |
