| المستخلص: | حاولت الدول المتقدمة منذ منتصف القرن الماضي الاعتماد على أساليب جديدة من أجل تفعيل تأثير المواطنين في عمل الإدارة المحلية. ومع التطور الكبير الذي عرفه ميدان تكنولوجيا المعلومات والاتصالات في العالم، ركزت الحكومات أكثر على التقنية الرقمية بغية استغلال تكنولوجيا الإعلام والاتصال في العمل السياسي، وبرز مفهوم المشاركة الإلكترونية كنمط جديد للممارسة السياسية باستخدام أدوات وأساليب اتصال حديثة تعتمد على الإنترنت. تهدف هذه الدراسة إلى توضيح مساهمة رقمنة الإدارة المحلية في تفعيل المشاركة في صناعة القرار السياسي من خلال التعرض إلى مفهوم الإدارة المحلية الإلكترونية والمشاركة الإلكترونية في عصر رقمنة الإدارة المحلية والأدوات المستخدمة في المشاركة الإلكترونية وأخيراً مستويات المشاركة الإلكترونية. Developed countries have tried since the middle of the last century to rely on new methods to activate the influence of citizens in the work of the local administration with the great development of the ICT field in the world, governments have focused more on digital technology in order to exploit information technology and communication in politics. The concept of electronic participation has emerged as a new mode of political practice using modern internet-based communication tools and methods this study aims at clarifying the contribution of digitizing the local administration in activating participation in political decision-making through exposure to the concept of local E-administration and electronic participation in the era of digitalization of local administration, tools used in electronic participation and finally levels of electronic participation. |
