| المستخلص: | إن تطور دور الدولة في العصور الحديثة والتدافع الحاصل بينها وبين الدول الأخرى في محيطها الاقليمي والدولي جعل من الضرورة بمكان التفاعل مع الأهداف الحديثة للضبط الإداري، وأصبحت الصحة النفسية للمواطنين باعتبارها الدافع لقاطرة النمو والتقدم ضرورة وليست رفاهية يمكن التغاضي عنها وأصبح علي الدولة بمؤسساتها التنفيذية والإدارية الدور الأكبر في تهيئة مواطنيها ببث روح الإيجابية والانتماء في نفوسهم بوسائل واقعية حقيقية بعيدا عن الشعارات. الأمر الذي دفع بعض الدول لأن يكون لها قصب السبق في إنشاء الوزارات والهيئات التنفيذية لضبط الحالة النفسية للمواطنين بشكل يضمن تفاعل كل أجهزة الدولة لهذا الغرض، وهذا الأمر لا يقتصر على الدول ذوات الدخل المرتفع، بل امتد إلى دول دخولها ضعيفة ومستوى المعيشة فيها منخفض. الأمر الذي لابد وأن يكون حافرا ومنهجا تتبعه الدول التي تخلفت في هذا المضمار لكي تضبط الحالة النفسية لمواطنيها خاصة في ظل الضغوط الاقتصادية الكبيرة التي تشهدها الفترات الانتقالية، وحتى يتحقق الاستقرار والتقدم المنشود. There is no doubt that the development of the state's role in modern times and the stampede between it and other countries in its regional and international environment made it necessary to interact with the modern goals of administrative control, and the mental health of citizens as the motive for the locomotive of growth and progress has become a necessity and not a luxury that can be overlooked. The state, with its executive and administrative institutions, has become the biggest role in preparing its citizens by spreading positivity and belonging in them by real realistic means away from empty slogans. This prompted some countries to take the lead in establishing ministries and executive bodies to control the psychological state of citizens in a way that ensures the interaction of all state agencies for this purpose, and this matter is not limited to countries with high incomes, but also extended to countries with weak incomes and a low standard of living. This must be an incentive for us to take the same approach in order to control the psychological state of our citizens, especially in light of the great economic pressures that the transitional periods are witnessing, and in times of crises, until the desired stability and progress is achieved. |
