| المستخلص: | تتناول الورقة موضوع العلاقات القطرية التركية من منظور مدرسة الاعتماد المتبادل في الفترة من 2010-2020م، تهدف الورقة إلى تفسير أبعاد هذه العلاقة بين الدولتين من منظور مدرسة الاعتماد المتبادل، تكمن أهمية الورقة في إنها تحاول الوقوف على طبيعة هذه العلاقة وكيفية الاستفادة منها في تحقيق المصالح المشتركة على أرض الواقع، تتمثل مشكلة الدراسة في إنها تحاول تسليط الضوء على الأسباب والدوافع التي قادت إلى تطور هذه العلاقات بين قطر وتركيا بشكل بارز في ظل وجود تحالفات قوى إقليمية أخرى شكلت محوراً مختلف عنها في التوجهات والغايات. تم استخدام المنهج التاريخي والوصفي ودراسة الحالة، استندت الورقة على فرضية مفادها إن قطر عملت على توثيق علاقاتها مع تركيا وتنسيق مواقفها معها في التعامل مع قضايا الإقليم من أجل الحصول على دعمها لها في الظهور كقوة لها وزنها مع القوي الفاعلة الموجودة في المنطقة. توصلت الورقة إلى عدة نتائج منها: تطورت العلاقات بين قطر وتركيا بشكل واضح في ظل حكومة حزب العدالة والتنمية وذلك لوجود مصالح مشتركة بينهما، لعب الحصار الخليجي على قطر دوراً كبيراً في تقوية وتعميق العلاقات بين بينهما. خرجت الورقة بعدة توصيات منها: ينبغي على قطر أن تعزز علاقات فاعلة مع القوى الإقليمية المؤثرة على المنطقة بدلاً من الاعتماد على تركيا فقط، العمل على توسيع مجالات التعاون المشترك في المنطقة. The paper dealt with the subject of the Turkish country relations of the Matr s accrual of the MCC in 2010 2020, the paper aimed to explain the dimensions of this relationship between the two countries from the perspective of the mutual dependency school. The importance of the paper is trying to stand on the nature of this relationship and how to benefit from the shares of the ground. The problem of study is to try to highlight the reasons and motions led to the development of these relations between Qatar and Turkey in a sense of the existence of other regional commission alliances that have been a different auditor of the directions and goals. The historic approach, hearing and the case study was used, the paper was based on a hypothesis that the role of the revolution of its relations with Turkey and coordinated their positions in dealing with the cases of the devernoration in order to obtain its support to appear as a strengthening of its weight with the strong act in the region. The paper reached several results, including relations between Qatar and Turkey, clearly evolved in the government of the Justice and Development Party for the presence of shared interests, the Gulf siege on Qatar has played a major role in strengthening and deepening relations between them. The paper has taken out a recommendations with the regional powers affected by the region rather than relying on Turkey only, to operate the expansion of joint cooperation in the region. |
