| المستخلص: | منذ انتهاء الحرب الباردة، ظهرت في النظام الـدولي عدة قضايا، لعـل أهمها اتجـاه يـدعو إلى فـرض الهيمنة كمشروع سياسي، وتعزيز القطبية الأحادية، وظهور أطراف أخرى تدعو إلى المشاركة في قيادة العـالم، ما دامت عناصر القوة تتغير ويعاد انتشارها بأشكال مختلفة في غير مصلحة الولايات المتحدة. وبعد العـام ٢٠٠٠ أصبحت تحولات القوة تذهب بالقدرة بعيدا من الولايات المتحدة، لتعيد ظهور قوى كبرى مثل روسيا، وأخرى أقل شأنا من روسيا مثل الهند وجنوب أفريقيا والبرازيل وتركيا وإيران، وأن هناك تحولات في مدى القـوة والتفـاعلات المرتبطة بها والقوى الفاعلة عالميا، الـتي باتت تنتشر على أكثر من مستوى عالمي، وعابر للقومية، وقومي، ومحلي. وكل منها يمارس تأثيره على مستويات عالمية متباينة بحكـم ثـورة تكنلوجيا المعلومات والاتصالات والعولمة. وأن التحولات التي يعيشها العالم والمرتبطة بتحولات القوة، يرافقها تحول آخر مقترنة بظهور تحولات في اتجاهات ومضامين الصراع الدولي، ما دام مستقبل النظام الدولي يرتبط بالقوة والصراع أكثر مما يرتبط بـالتنظيم والتعـاون تتحدد أهمية البحث في تحولات القوة عالميا، وإمكانية دراسة ظاهرة الصراع، وأي تحول يمكن أن يعقبها في هرمية النظام الدولي، ودراسة التحولات التي تحدث في النظام الـدولي، وعملية بناء القوة واستخداماتها مـن قبـل القوى المختلفة، والاتجاهات التي تتجه إليها الهرمية الدولية، بحكم ارتفـاع وزن وتأثير القوى ومعرفة مستقبل النظام الـدولي، كونه سيجعل الـدول المختلفة أمام حقائق تغير أوزان الفواعل العـالميين، وفي منطق القوة وعلاقاتها، حسب رؤية المنهج الواقعي الذي يسود العالم، وليس المنهج الذي يركز على كون التنظيم الدولي والتكامل سيقودان إلى إظهـار عـالم جديد ومعرفة اتجاهات الصراع في النظام الـدولي، ويتنوع الصراع إلى أنواع فهناك صراع محلي، وآخر إقليمي، وآخر دولي، وهناك صراع عابر للمستويات يتداخل فيه الإقليمي والدولي بالمحلي. And that the transformations that the world is experiencing related to power shifts, accompanied by another shift associated with the emergence of shifts in the directions and contents of the international conflict, as long as the future of the international system is related to power and conflict more than it is related to organization and cooperation, the importance of researching global power shifts, the possibility of studying the phenomenon of conflict, and any transformation that can To be followed by the hierarchy of the international system, studying the transformations that take place in the international system, the process of building power and its uses by the various forces, and the directions towards which the international hierarchy is heading. By virtue of the high weight and influence of forces and knowledge of the future of the international system, as it will make different countries face the facts of changing the weights of global actors, and in the logic of power and its relations, according to the vision of the realistic approach that prevails in the world, not the approach that focuses on the fact that international organization and integration will lead to the manifestation of a new world and knowledge of trends Conflict in the international system, and the statement that they are trends that have come to adopt interlocking and inconsistent lines.
