| المستخلص: | لقد هدفت دراستنا إلى تحليل واقع المناخ الاستثماري في الاتحاد الأوروبي من خلال دراسة لمجمل الأوضاع السياسية، الاجتماعية والأمنية دون أن ننسى المؤشرات الاقتصادية الكلية المكونة للبيئة الاستثمارية، وقد توصلت دراستنا إلى أن الاتحاد الأوروبي يحوي على نسبة هائلة من السكان حيث يمثل المهاجرين نسبة معتبرة منها، وقد ساهم ارتفاع عدد سكان الاتحاد الأوروبي في كبر السوق الأوروبية والذي يعتبر من العوامل الهامة المؤثرة على قرار توطن الاستثمار الأجنبي المباشر، بالإضافة إلى ذلك يحوي الاتحاد الأوروبي على بنية تحتية متطورة تؤمن عمل المستثمرين الأجانب بكفاءة ويتمتع إلى حد بعيد باستقرار سياسي، ويتوفر الاتحاد الأوروبي أيضا على عمال مهارة وتتمتع بالصحة الجيدة، كما يعتبر الاتحاد الأوروبي من أكبر الدول في العالم انفاقا على أنشطة البحث والتطوير، إذ يعكس توفر هذه العوامل إيجاباً على البيئة الاستثمارية، وبالحديث عن المحددات الاقتصادية للمناخ الاستثماري فقد ساهمت أزمة الديون السيادية الأوروبية بشكل كبير في انخفاض معدلات النمو الاقتصادي وارتفاع معدلات البطالة والتضخم، وارتفاع حجم المديونية الخارجية، وتراجع معدلات التبادل التجاري في الاتحاد الأوروبي عامة ومنطقة اليورو خاصة الأمر الذي ساهم بشكل كبير في تشويه مناخ الاستثمار فيها. Notre étude visait à analyser la réalité du climat d'investissement dans l'Union européenne à travers une étude des conditions politiques, sociales et de sécurité globales sans oublier les indicateurs macroéconomiques qui composent l'environnement d'investissement. Notre étude a conclu que l'Union européenne contient une énorme proportion de la population où les immigrants représentent un pourcentage significatif de celle-ci, L'augmentation de la population de l'Union européenne a contribué à l'important marché européen, qui est l'un des facteurs importants influant sur la décision de coloniser les investissements directs étrangers. En outre, l'Union européenne contient des infrastructures de pointe qui garantissent efficacement le travail des investisseurs étrangers et jouit dans une large mesure d'une stabilité politique, et l'Union européenne dispose également de travailleurs qualifiés et jouit d'une bonne santé, car l'Union européenne est l'un des plus grands pays au monde dépensant pour des activités de recherche et développement, car la disponibilité de ces facteurs reflète positivement l'environnement d'investissement et en parlant des déterminants économiques du climat l'investissement a contribué de manière significative à la crise de la dette souveraine européenne en raison des faibles taux de croissance économique et des taux élevés de chômage et d'inflation, du volume élevé de la dette extérieure et de la baisse des taux de change dans l'Union européenne en général et dans la zone euro en particulier, qui ont contribué d'une manière Idéal pour fausser le climat d'investissement. Our study aimed to analyze the reality of the investment climate in the European Union through a study of the overall political, social, and security conditions, without forgetting the macroeconomic indicators that make up the investment environment. Our study found that the European Union contains a huge proportion of the population, where immigrants represent a significant proportion of it. The high population of the European Union has contributed to the large European market, which is considered one of the important factors affecting the decision to accept foreign direct investment. Additionally, the European Union contains a developed infrastructure that ensures the efficient work of foreign investors and enjoys, to a large extent, political stability. The European Union also has skilled and healthy workers. The European Union is also considered one of the largest countries in the world in spending on research and development activities, as the availability of these factors reflects positively on the investment environment, and speaking of the economic determinants of the investment climate, the European sovereign debt crisis has contributed significantly to a decline in economic growth rates, high rates of unemployment and inflation, a rise in the volume of external debt, and a decline in trade exchange rates in the European Union in general and the Eurozone in particular, which has contributed significantly to distorting the investment climate in them.
