| المستخلص: | "إن حتمية تأثر القطاع الصناعي المصري بجائحة كورونا أمر تفرضه طبيعة الأزمة نفسها، وتفرضه طبيعة هيكل هذا القطاع، وما كان يعانيه من تحديات عند وقوع الجائحة، ومهما كان حجم الآثار وهل هي أثار متوسطة أم عميقة، فإن الجزء الأكبر من الصدمة التي تلقاها القطاع الصناعي قد وقع، وأن السياسات التحفيزية الاستباقية التي اتخذتها الحكومة تعتبر كافية حتى الآن قياسا على ما قامت به العديد من الدول، وفي ضوء مساحة التحرك التي توفرها المالية العامة. ويبقى المهم في الأجل القصير هو مواصلة تقديم حزمة السياسات والإجراءات التحفيزية طالما لم تزول أسباب تقديمها، مع إتباع سياسات تحفيزية انتقائية تركز على الصناعات الأكثر تأثرا وعلى الصناعات كثيفة العمالة، وعلى الصناعات الصغيرة والمتوسطة في الأجل الطويل، وذلك مع التركيز على تحقيق هدف أساسي، وهو الحفاظ على مؤشرات الاقتصاد الكلي التي تحققت خلال سنوات الإصلاح الاقتصادي، وخاصة ما يتعلق بسعر صرف الجنية أمام الدولار. والأهم من سياسات الأجلين القصير والطويل هي السياسات والإجراءات اللازمة لتنمية وتعميق الصناعة في مرحلة ما بعد كورونا، التي يجب أن تقوم على استيعاب الدروس التي أفرزتها الجائحة، فقد رجحت جائحة كورونا وتداعياتها على القطاع الصناعي رأي بعض الاقتصاديين وراسمي السياسات الصناعية الذين يرون أن تحقيق تنمية صناعية حقيقية في بلادنا لن يتم إلا بإتباع استراتيجية تقوم على فلسفة إحلال الواردات المدعومة بالسياسات الحمائية الانتقائية للصناعة الوطنية وما يرتبط بها من تكنولوجيا جديدة، بما فيها الحماية الجمركية، ومنع هجرة العمالة الصناعية الماهرة. لذلك من المهم إعادة تبني استراتيجية جديدة لتنمية وتعميق الصناعة المصرية، تستفيد من الدروس التي أفرزتها جائحة كورونا، وتعيد النظر في نمط اندماج الصناعة المصرية في الاقتصاد العالمي، والإسراع بعملية التحول الرقمي في الصناعة، واستخدام تقنيات الثورة الصناعية الرابعة لتحقيق التنمية الصناعية المستدامة، ولرفع القدر التنافسية للصناعات المصرية." "The inevitability of the Egyptian industrial sector being affected by the Corona pandemic is imposed by the nature of the crisis itself, the structure of this sector, and the challenges it suffered when the pandemic occurred. Whatever the magnitude of the effects, whether they are moderate or deep, the bulk of the shock received by the industrial sector has already happened. The proactive incentive policies adopted by the Government are sufficient so far in comparison with what many countries have done and n light of the mobility space provided by public finances. What is important in the short term is to continue to provide the package of policies and incentive measures as long as the reasons for its introduction do not disappear besides following selective incentive policies focusing on the most affected industries, labor-intensive industries, and small and medium industries in the long term with a focus on achieving a basic goal, i.e., maintaining the macroeconomic indicators achieved during the years of economic reform, especially with regard to the exchange rate of the pound against the dollar. The most important short- and long-term policies are the policies and procedures necessary to develop and deepen the industry in the post-Corona phase, which must be based on absorbing the lessons created by the pandemic. The Corona pandemic and its repercussions on the industrial sector have favored the opinion of some economists and industrial policymakers who believe that achieving real industrial development in our country is possible only by following a strategy based on the philosophy of import substitution supported by selective protectionist policies of the national industry and related new technology, including customs protection and prevention of migration of skilled industrial workers. Therefore, it is important to re-adopt a new strategy to develop and deepen the Egyptian industry, which will benefit from the lessons taught by the Corona pandemic. It is also important to reconsider the pattern of integration of Egyptian industry into the global economy, accelerate the process of digital transformation in the industry, use the techniques of the Fourth Industrial Revolution to achieve sustainable industrial development, and raise the competitiveness of Egyptian industries.
