| 520 | |a تعد المواطنة الأساس لبناء الدولة المدنية الحديثة والبناء الدستوري والسياسي لأي دولة، فهي تعكس المساواة القانونية بين جميع المواطنين دون تمييز فيما بينهم. ومن أجل استمرار أي مجتمع سياسي تطلب وجود الشعور والإحساس لدى الفرد بالانتماء إلى هذا المجتمع السياسي والتمسك بالهوية الوطنية الذي يعد كعامل معزز لتماسك المجتمع باعتبارها الوعاء الجامع لمختلف فئات المجتمع على أساس التجانس والانسجام وتعزيز الانتماء وولاء الأفراد لدولتهم. فنكون أمام دولة المواطنة التي تعترف بالتنوع الديني والعرقي والقومي والثقافي والانتماء للهوية الوطنية إلا أن صعوبة تطبيقها على أرض الواقع من التحديات المعاصرة التي تواجه هذا المفهوم نتيجة لعدة اعتبارات، منها الدينية والعرقية والعنصرية. وبذلك جاءت الدراسة متضمنة تعريف مفهوم المواطنة وشروط اكتسابها والوقوف حول أهم المعوقات التي تعيق تطبيق المواطنة في المجتمع المعاصر بشكل عام والمجتمع العراقي بشكل خاص كنموذج للدراسة. ومن أهم التوصيات المقدمة هو تشريع قانون خاص في العراق، يكفل مبدأ المواطنة والتعايش السلمي مع دعوة المؤسسات الدينية والتربوية والإعلامية إلى غرس قيم وثقافة المواطنة بين فئات المجتمع الواحد. | ||
