| المستخلص: | إن البحث العلمي هو أمانة ملقاة على عاتق كل شخص يعتبر نفسه باحثا انطلاقا من حقيقة وجوده في هذا المجال، وهو ما يفرض عليه جملة من المعايير وكذا الكفاءات التي يجب أن تتوفر فيه، ذلك أن خدمة العلم تقتضي عالما حريصا وعلما مفيدا، وأن أهم مقومات تحقيق ذلك هو تحري الأمانة العلمية التي تعد الأساس في بناء بحث أصيل، غير أننا نجد أنفسنا اليوم في صراع محتدم مع تفشي ظاهرة السرقة العلمية، والتي تؤدي إلى تهديم صرح العلم بصفة عامة، الأمر الذي يبرر التدخل التشريعي بموجب القرار الوزاري رقم 933 المحدد للقواعد المتعلقة بالوقاية من السرقة العلمية ومكافحتها.
