| المستخلص: | يهدف البحث إلى معرفة أثر الأعمال الإرهابية على أمن واستقرار المجتمعات العربية، وتوضيح العوامل المساعدة على نجاح العمليات الإرهابية، إضافة إلى تبيين ضرورات مكافحة الإرهاب، ودور الأنساق البنائية للمجتمع في هذا المجال، كما يقوم هذا البحث على افتراض الصعوبة وعدم جدوى مكافحة الإرهاب إلا بمشاركة الأنساق المجتمعية كافة بداية بالنسق الأمني وصولاً إلى الأنساق التربوية والدينية والثقافية والاقتصادية والسياسية، وذلك لأن طبيعة الإرهاب والأعمال الإرهابية تتسم بالتشعب وعدم التقيد بمستوى دون الأخر، وبالتراوح بين الإرهاب الصلب من جهة والإرهاب الفكري من جهة أخرى. ولقد توصل الباحث لعدة نتائج أهمها ضرورة عدم إيعاز أسباب الأعمال الإرهابية لعامل واحد دون البحث عن عوامل أخرى وضرورة قيام كل نسق بمراجعة دوره السلبي في حدوث الانحراف والتطرف والإرهاب ويبادر لتصحيح مساره مستفيداً من الآثار السلبية التي أفرزتها الجرائم الإرهابية في ذات المجتمع ومن التجارب التي طبقت لعلاج هذه الجرائم في المجتمعات الأخرى. وعلى العموم تكمن أهمية البحث كونه لم يسبق للباحثين أن تناولوا على مستوى شامل دور أنساق المجتمع كافة بمكافحة الإرهاب، وخرج عبر الوظائف التي حددها لكل نسق مجتمعي بما يمكن تسميته بخطة أو استراتيجية متكاملة لمكافحة الإرهاب، وهذا ما يقدم فائدة عملية في حال الرغبة بالاستفادة منه كما في دولة الباحث سورية التي تشهد أحداثا إرهابية يومياً تهدد أمن واستقرار المجتمع السوري. The research aims to know the impact of terrorist acts on the security and stability of Arab societies, and to clarify the factors that help the success of terrorist operations, in addition to identifying the imperatives of combating terrorism, and the role of constructive forms of society in this field, as this research is based on the assumption of the difficulty and non-feasibility of combating terrorism except with the participation of the modules Societal, all from the security coordination to the educational, religious, cultural, economic and political systems, because the nature of terrorism and terrorist acts is characterized by ramifications and lack of adherence to the level of the other, and the difference between solid terrorism on the one hand and terrorism Think of the other. The researcher arrived at several conclusions, most important of which is that the causes of terrorist acts should not be directed to one factor only, without looking for other factors. The need for each format to review its negative role in the occurrence of deviation and extremism and terrorism and to correct its course, taking advantage of the negative effects of terrorist crimes in the same society, To treat these crimes in other societies. In general, the importance of research is that researchers have never dealt with the role of society in the fight against terrorism at all levels. It has gone through the functions it has defined for each community in what can be called an integrated counterterrorism strategy or strategy. As in the country of the researcher Syria, which is witnessing daily terrorist incidents that threaten the security and stability of Syrian society. |
