| المستخلص: | شكلت المؤسسة العمومية الوطنية الصناعية لسنوات عديدة وسيلة التدخل الاقتصادي المباشر للدولة في سعيها لتحقيق التنمية الوطنية الشاملة، من خلال إقامة قطاع صناعي متكامل اعتمادا على التخطيط المركزي المباشر. وقد أوجبت الصعوبات التي واجهتها هذه المؤسسة على الدولة، في استغلال وحداتها الإنتاجية المقامة، اللجوء إلى إصلاحات هيكلية متتالية استمرت حتى بعد التحول إلى اقتصاد السوق، وما رافق ذلك من تضاؤل لأهمية دور المؤسسة المذكورة في السياسة الاقتصادية الحكومية لفائدة القطاع الخاص المحلى أو المستثمرين الأجانب. لكن التراجع الشديد الذي أصاب النشاط الصناعي في مختلف الفروع جراء هذا الاختيار دفع بالدولة إلى العودة للاعتماد مرة أخرى على المؤسسة العمومية الوطنية الصناعية لإعادة إحياء هذا القطاع والنهوض به من جديد، على الرغم من العوائق الكبيرة التي استمرت تطبع سيرها حتى الآن. L’Entreprise Publique Nationale Industrielle a été, pour de nombreuses années, un moyen d’intervention économique privilégié entre les mains de l’Etat pour la mise en oeuvre du projet de développement national qui s’appuyait sur la planification directe et centralisée. Les difficultés qui ont été rencontrées par cette entreprise dans l’exploitation des unités de production mises en place, ont exigé que l’on recoure à des réformes structurelles successives s’étalant jusqu’aux années de transition vers l’économie de marché. La politique économique du gouvernement qui a beaucoup misé, depuis les années quatre-vingt-dix, sur le secteur privé national et les investissements directs étrangers n’a malheureusement pas connu de succès, puisque le secteur industriel y a perdu des pans entiers de ses branches d’activité. L’Etat s’en est trouvé obligé de s’appuyer, une nouvelle fois, sur l’Entreprise Publique Nationale Industrielle, en dépit des insuffisances qui caractérisent encore son fonctionnement, pour relancer l’activité du dit secteur et préserver sa pérennité au sein de l’économie nationale. For many years, the National Industrial Public Corporation has been the means of direct economic intervention for the State in its pursuit of comprehensive national development through the establishment of an integrated industrial sector based on direct central planning. The difficulties faced by this institution forced the state, in exploiting its established production units, to resort to successive structural reforms that continued even after the transition to a market economy. This was accompanied by a shrinkage of the importance of the aforementioned institution’s role in the government’s economic policy for the benefit of the local private sector or foreign investors. However, the severe decline in industrial activity in various branches as a result of this choice prompted the state to return to relying once again on the National Public Industrial Corporation to revive and advance this sector again, despite the significant obstacles that have continued to normalize its progress until now.
