| 520 | |a كانت ولا تزال مشكلة التدفق الإعلامي الدولي-وإلى غاية العشرية الأولى الراهنة من القرن الواحد والعشرين-تعتبر مدخلا دراسيا إعلاميا هاما وحاسما للفهم جيدا لاستراتيجية النفوذ والهيمنة الإيديولوجية للدول العظمى على الدول الضعيفة البلدان الغربية الصناعية العظمى وعلى رأسها الولايات المتحدة الأمريكية؛ وفور انتهاء الحرب العالمية الثانية ومراعاة لأهمية هذه المشكلة الاتصالية الإعلامية؛ أخذت تتنافس على تطوير تكنولوجيا الاتصال والإعلام حتى يتسنى لها بواسطتها اقتحام مجال الاتصال الدولي والذي عبره تروج أيديولوجيتها المكرسة لخدمة أهدافها الاستراتيجي يجد الباحث الموضوعي نفسه أمام اقترابه من النظام الإعلامي الجديد؛ في حيرة أمام التفسيرات المقدمة بشأنه؛ إذ هي متعددة ومتباينة وبعضها "اتسم بالتحيز الواضح لخدمة تفسيرات واتجاهات إيديولوجية معينة حفزت مزيدا من النقاش والجدل، في حين اتخذ بعضها الآخر موقف الهجوم العنيف على شكوى الدول النامية ومطالبها. بدأ الاهتمام بهذا المفهوم الجديد؛ وما ترتب عنه من انعكاسات على الدول الهامش رسميا سنة 1973؛ في مؤتمر قمة دول عدم الانحياز الذي انعقد بالجزائر وهو أول اجتماع أثارت فيه هذه الدول المشكلة بصورة محددة وعبرت بقوة عن اهتمامها المشترك بالمعلومات. | ||
