| المستخلص: | البرامج الإذاعية هي فردوس الثقافة المسموعة كونها فردوسا ثقافيا صاغه الخيال الجماعي ليؤشر رواه إزاء ما يحصل وما سيحصل ليتسق مع إيقاعات صيرورة التاريخ الإنساني. إذ نستعرض في هذه الدراسة بشكل رئيسي أهمية البرامج الإذاعية في هيئة الإذاعة المصيرية كونها تراثا مسموعا يحمل ذاكرة التاريخ الثقافي والحضاري للإنسان. إذ تضطلع الإذاعة بدور هام، كونها القادرة على حمل أمانة التعبير بصدق وموضوعية عن مصالح الجمهور بكل فئاته وطوائفه. وفي هذا الإطار تنطوي الدراسة على عرض تاريخي لنشأة الإذاعة المصرية ولوائح تأسيسها مع إيضاح دورها واختصاصاتها خاصة في العمل التنموي المجتمعي من خلال الوثائق التراثية، مع عرض لأهم قوانين الملكية الفكرية المرتبطة بهيئات الإذاعة وانعكاستها على ملكيتها ضمانا لصونها بطريقة مشروعة وقانونية، فالمتغيرات الهائلة في مجال تكنولوجيا المعلومات كانت لها أثر كبير في انتشار وسائل النهب ومن ثم وجدنا أنفسنا أمام هوية تحمل تراث الإنسانية المسموع على وشك الاندثار. وانطلاقا من خوفنا على ضياع ذلك التراث الإذاعي تبنينا أحد المعايير الوصفية الدولية الخاصية بتوثيق البرامج الإذاعية كنوع من الحفاظ على التراث المصري المسموع، مستخدما منهجين هما: المنهج الوصفي التحليلي الذي يقوم على تصوير الوضع الراهن والبحث عن أوصاف دقيقة لجمع ووصف وتوثيق البرامج الإذاعية وتحديد العلاقات بينها، لدراسة ما تقدمة الأنظمة الحديثة من تقنيات، والمنهج التاريخي لدراسة تاريخ الإذاعة دراسة زمنية تتسلسل فيه الأحداث وتربط بعضها ببعض. Radio programs are the paradise of audio culture, being a cultural paradise created by the collective imagination to indicate what is being narrated about what is happening and what will happen to be consistent with the rhythms of the process of human history. In this study, we mainly review the importance of radio programs in the Egyptian Broadcasting Corporation, as they are an audio heritage that carries the memory of man's cultural and civilizational history. Radio plays an important role, as it can carry an honest and objective expression of the interests of the public in all its categories and sects. In this context, the study includes a historical presentation of the emergence of the Egyptian radio and its founding regulations, with an explanation of its role and competencies, especially in community development work through heritage documents, with a presentation of the most important intellectual property laws associated with broadcasting corporation and their impact on their ownership in order to ensure their preservation legitimately and legally. The huge changes in the field of information technology had a great impact on the spread of means of destruction, and then we found ourselves in front of an identity carrying the audible heritage of humanity on the verge of extinction. Out of our fear of losing that radio heritage, we adopted one of the international, descriptive standards for documenting radio programs as a kind of preservation of the Egyptian audio heritage, using two approaches: the descriptive-analytical approach, which is based on depicting the current situation and searching for accurate descriptions of collecting, describing and documenting radio programs and determining the relationships between them, to study the technologies offered by modern systems and the historical approach to studying the history of radio as a chronological study in which events are sequenced and linked to each other. \nThis abstract translated by Dar AlMandumah Inc. 2021 |
