| المستخلص: | as we know that small and medium enterprises are an effective tool in achieving local development, in view of the employment opportunities they give and which cut the severity of both unemployment and poverty together; and small and medium enterprises have been able during the past two decades to show their effectiveness in promoting economic activity, This is what prompted the Algerian state to increase interest in it.
