| المستخلص: | يستشرف هذا التحليل آفاق وفرص عودة القضية الفلسطينية إلى واجهة الاهتمام الإقليمي والدولي خلال العام 2021، وذلك من خلال الإجابة على سؤال رئيسي هو: ما الفرص المتاحة والإمكانيات المتوفرة لعودة القضية الفلسطينية إلى وجهة الاهتمام السياسي عربياً ودولياً خلال العام 2021؟ وقد تتبع التحليل العوامل والظروف التي أسهمت في إضعاف حضور القضية الفلسطينية في المشهد السياسي العام، سواء كانت عوامل ذاتية فلسطينية، أو عربية وإقليمية، أو دولية. وللإجابة على السؤال سعى التحليل للوقوف على حجم التغيير الذي طرأ على هذه العوامل واتجاهاتها، وكذلك على المحددات التي يمكن استثمارها لمضاعفة الاستفادة من التغيير في خدمة القضية الفلسطينية وفي استعادة مكانتها وحضورها. وخلص التحليل إلى أن عودة القضية الفلسطينية إلى صدارة الاهتمام السياسي متوقفة، بدرجة كبيرة، على مدى قدرة الفلسطينيين على استثمار المتغيرات بطريقة سليمة، وليس مجرد الاستجابة التقليدية للمتغيرات وفق سياسة ردود الأفعال، وهو ما يتطلب توحيد الموقف الفلسطيني، والتوافق على مشروع وطني، وإعادة بناء المؤسسات الفلسطينية على أسس التمثيل الحقيقي والشراكة الوطنية والفاعلية المؤسسية. This analysis reflects the prospects and opportunities for the Palestinian cause to return to regional and international attention during the year 2021 by answering a fundamental question: What are the opportunities and possibilities for the Palestinian cause to return to the Arab and international political attention during the year 2021? The analysis follows the factors and circumstances that contributed to the weakening of the Palestinian cause's presence in the overall political landscape, whether subjective Palestinian factors, or Arab and regional, or international factors. To answer the question, the analysis sought to determine the magnitude and trends of the change in these factors and the determinants that could be invested to maximize the use of change in the service of the Palestinian cause and in regaining its prestige and presence. The analysis concluded that the return of the cause of Palestine to the forefront of political attention depends mainly on the extent to which Palestinians can properly invest variables and not merely respond to the traditional variables in accordance with the reaction policy. This requires the unifying Palestinian position, consensus on a national project, and the rebuilding of Palestinian institutions based on genuine representation, national partnership, and institutional effectiveness. |
