| المستخلص: | الحمد لله رب العالمين والصلاة والسلام على سيدنا محمد وعلى آلة وصحبه أجمعين أما بعد: فإن وقف الأموال يعد مفخرة من مفاخر الحضارة الإسلامية، وإن الناظر في حياة الصحابة الكرام رضي الله عنهم أجمعين، لا يكاد يجد واحدا منهم إلا وقد حبس أصلا ماليا ثابتا وتصدق بمنفعته وثمرته في وجوه الخير والبر، وما ذلك إلا امتثالا لأمر الله تعالى ورسوله صلي الله عليه وسلم. تهدف هذه الدراسة إلى بيان دور الوقف في التنمية الاقتصادية في جميع أبعادها، فالوقف له دور في تشجيع حركة التجارة، والعملية الإنتاجية، والتقليل من مشكلة البطالة والحد من الفقر، وكذلك تحقيق العدالة في توزيع الثروة، وتخفيض مشكلة الفوارق بين الطبقات، وتوفير التمويل الذاتي للحكومات؛ وذلك للاستفادة بنحو كامل من الأوقاف فيما يتعلق بالتنمية الاقتصادية. كما اشتملت الدراسة على مبحثين وخاتمة، تناول الباحث في المبحث الأول مفهوم الوقف، ومشروعيته، وأركانه، وتحدث الباحث في المبحث الثاني عن الدور الاقتصادي والتنموي للوقف في تشجيع حركة التجارة، والعملية الإنتاجية، والتقليل من مشكلة البطالة والحد من الفقر، وتحقيق العدالة في توزيع الثروة، وتخفيض مشكلة الفوارق بين الطبقات، وتوفير التمويل الذاتي للحكومات...ثم خلص الباحث من خلال هذه الدراسة إلي الأبعاد الحقيقية الشاملة لدور الوقف في تحقيق التنمية الاقتصادية، فالكثير من المتخصصين فضلا عن العوام، ليس لديهم تصور كامل شامل، لمدى عظم الدور الاقتصادي الذي يلعبه الوقف في العملية التنمية الاقتصادية للدولة والفرد، كما أوصى الباحث بإنشاء صناديق وقفية تجمع فيها مبالغ نقدية ممن يرغب بالوقف من جميع أفراد المجتمع، وإنشاء وقفيات نقدية تشرف عليها هيئات ومجالس تخصصية على أن يستخدم رأس المال الوقفي من خلال المضاربة في مواضيع إنتاجية واستثمارية مختلفة، وإنشاء أوقاف لرعاية المتفوقين والمبدعين في كافة المجالات العلمية والأدبية، تفعيل دور الأوقاف في ميدان التربية والتعليم الذي تتزايد أعباؤه باطراد تنفيذاً لمبدأ التعليم للجميع وتحقيقا للمشاركة الشعبية والتطوعية والتلقائية. Praise be to Allah, Lord of the Worlds and peace and blessings be upon His Messenger Mohammed and upon his family and companions. Money endowment is one of the distinguishing features of Islamic civilization. The lives of the Companions, may Allah be pleased with them, show that nearly everyone one of them restricted a financial asset and donated its revenue to goodness and righteousness in compliance with the command of Allah and His Messenger Peace be upon him. This study aims at explaining the role of waqf in all sides of economic development. Waqf has a role in promoting trade, production process, reducing the problems of unemployment and poverty, as well as achieving justice in the distribution of wealth. It also explains its role in reducing inequalities between social classes and self-funding for governments by making full use of waqf regarding economic development. Two sections and a conclusion are included in this study. In the first section, the concept of waqf, its legitimacy and conditions are explained. The second section deals with the economic and developmental role of waqf in promoting trade, the production process, reducing the problem of unemployment and poverty, achieving justice in the distribution of wealth, reducing the problem of differences between classes and providing self-financing for governments. Then the researcher points out the overall role of waqf in achieving economic development. Many specialists, as well as ordinary people, do not have a comprehensive view of the extent of the great economic role the waqf plays in the process of economic development of the state and the individual. The researcher also recommends the establishment of endowment funds in which cash is collected from all members. of the society who wish to do waqf, the establishment of monetary deposits supervised by specialized bodies and councils, investing the .endowment capital in various productive projects, establishing waqf charities to sponsor the outstanding and creative people in all scientific and literary fields and activating the role of awqaf in the field of education, which is steadily. increasing in accordance with the principle of education for all and to allow voluntary participation. |
