| المستخلص: | أصبح نشر القيم الديمقراطية شعار للقوى الغربية على رأسها الولايات المتحدة، وشكل التدخل الدولي لفرض الديمقراطية وجها آخرا للتدخل الدولي الإنساني، وهو يثير عدة إشكاليات فيما يتعلق بالأشخاص والكيانات التي تشارك في عمليات هذا التدخل، ولا سيما فيما يتعلق بالاستعانة بالشركات العسكرية الخاصة التي ازداد نشاطها توسعا في السنوات الأخيرة ليشمل المشاركة في العمليات القتالية، وهذه الشركات قد حظيت بعقود كثيرة؛ وذلك في ظل إحجام الدول عن زج جنودها في نزاعات خارجية، مما يثير التساؤلات حول مدى تأثير هذه الشركات على عملية فرض الديمقراطية. ويتناول هذا البحث مسألة التعريف بهذه الشركات وأسباب التعاقد معها وموقف الفقه الدولي من هذا التعاقد، ويتناول أيضا مدى انسجام أنشطة هذه الشركات مع عملية فرض الديمقراطية. Spreading democratic values has become a slogan for Western powers, led by the United States, and the international intervention to impose democracy constituted another aspect of international humanitarian intervention, and it raises several problems with regard to the persons and entities that participate in the operations of this intervention, especially with regard to the use of private military companies whose activities have expanded further. In recent years, to include participation in combat operations, and these companies have won many contracts; And this is in light of the reluctance of countries to involve their soldiers in foreign conflicts, which raises questions about the extent of these companies' influence on the process of imposing democracy. This research deals with the issue of introducing these companies, the reasons for contracting with them, the position of international jurisprudence on this contract, and also deals with the extent of the coherence of the activities of these companies with the process of imposing democracy. |
