| 520 | |a الإدارة في العصر الحديث تشهد حالة من التقدم العلمي والتطور التقني، حيث تحولت الإدارة من المنظور التقليدي الذي يعتمد على التجارب والممارسات اليومية القائمة على مرقبة الفرد وأدائه لعمله في سبيل تحقيق أهداف المرفق العام، إلى المنظور الحديث الذي يعتمد على معطيات التكنولوجيا وأحدث تقنيات المعلومات، الأمر الذي أدى إلى تطورت في كافة مجالات المجتمع الاقتصادية والسياسية والاجتماعية، واتجهت الإدارة إلى الاعتماد على الإدارة التكنولوجية المعاصرة التي تتميز بالسرعة والذكاء بدلاً من الأوراق التقليدية التي تجعل العمل الإداري يتميز بالبطء. فتطور وسائج التقنية في المملكة العربية السعودية وتدعيمها بأحدث ما توصلت إليه تكنولوجيا المعلومات والاتصالات، يعد أحد الوسائل الرئيسة للاستمرار في برنامج الإصلاح الاقتصادي والاجتماعي الذي تقوم به المملكة العربية السعودية، ولا شك أن هذا التطور سينعكس إيجابياً على تقديم المرافق العامة لخدماتها في زمن قياسي وباًقل جهد وبمستوى كفاءه عالية، ونظراً لأهمية المرافق العامة، فقد استقر الأمر أن يكون هناك مجموعة من المبادئ الضابطة التي تحكم سير المرفق العامة، وهي مبدأ تقديم المرفق للخدمة بصفة دائمة ومنتظمة، و مبدآ مساواة المنتفعين بخدمات المرافق العامة، ومبدأ قابلية المرفق العام لتعديل، ونظراً لأهمية الدور الذي تقوم به الإدارة الإلكترونية في تقديم خدمات المرافق العامة، وتوصلت في نهاية دراسة المبادئ الضابطة لسير المرافق العامة في ضوء الإدارة الإلكترونية للمرفق العامة، لأهم النتائج التالية: أن الإدارة الإلكترونية هي تطبيق المرافق العامة لتكنولوجيا المعلومات من خلال وسائل الاتصال الحديثة المتعلقة بالإنترنت من أجل تبسيط الإجراءات الإدارية في المرافق العامة، وهذه المرافق هي أجهزة حكومية تقوم بأنشطة لتحقيق المصلحة العامة في المجتمع، و تخضع لنظام قانوني غير مألوف في القانون العادي المطبق على الأفراد، ويتأثر مبدأ مساواة المنتفعين بخدمات المرافق العام بنظام الإدارة الإلكترونية بصورة واضحة، حيث يحقق نظام الإدارة الإلكترونية المساواة الحقيقة بين المنتفعين بخدمات المرافق العامة، فكل مواطن تتوافر فيه شروط الانتفاع بخدمات المرفق العام سيعامل على قدم المساواة غيره من الأفراد دون وجود أي نوع من أنواع التمييز. مع وأخيرا نظام الإدارة الإلكترونية يساعد على مواكبة المرافق العامة للتغييرات المستمرة التي يشهدها عصر التكنولوجيا في الوقت الحالي، فيسمح للسلطة الإدارية المسؤولة عن إدارة المرفق العام أن تغيير طريقة الإدارة من النظام التقليدي إلى النظام الإلكتروني. | ||

The development of the Kingdom of Saudi Arabia and its support with the latest in information and communication technology is one of the main means to continue the economic and social reform program undertaken by the Kingdom of Saudi Arabia. High efficiency, and therefore, given the importance of public facilities in the Saudi society, it has settled that there should be a set of governing principles that govern the functioning of public utilities, which are the principle of providing the facility for service in a permanent and regular bank, and the principle of equality of beneficiaries of public utility services, And the principle of the ability of the public facility to be modified, and therefore given the importance of the role that the electronic administration plays in providing public utility services, and I arrived at the end of the study of the principles governing the functioning of public facilities in light of the electronic management of public facilities, for the following most important results: Electronic management is the application of public facilities to information technology through modem means of communication related to the Internet in order to simplify administrative procedures in public facilities, and these facilities are government agencies that carry out activities to achieve the public interest in society, and are subject to a legal system unfamiliar in the ordinary law applied to individuals The principle of equality of users of public utility services is clearly affected by the electronic management system, as the electronic management system achieves true equality between the beneficiaries of public utility services. Every citizen who meets the conditions for benefiting from public utility services will be treated on an equal basis with other individuals without the presence of any kind. Discrimination. Finally, the electronic management system helps the public utilities keep pace with the continuous changes that the technology era is witnessing at the present time, allowing the administrative authority responsible for managing the public facility to change the management method from the traditional system to the electronic system. | ||
